Position: Water Infrastructure & Municipal Finance Expert (U.S.)
Type: Contract
Compensation: $180/hour
Location: Remote
Duration: Short-term high-impact project

Role Responsibilities

• Review and validate a complex Excel model forecasting U.S. water and wastewater capex for CY.
• Assess assumptions tied to federal water funding programs like SRF WIFIA and IIJA allocations.
• Evaluate integration of state funding mechanisms and municipal CIP rollups.
• Cross-check model logic against EPA Clean Watersheds Needs Survey (CWNS) and Drinking Water Infrastructure Needs Survey (DWINSA) extrapolations.
• Provide feedback on policy scenario modeling for funding changes and regulatory impacts.
• Identify inconsistencies and suggest improvements to model structure and robustness.

Qualifications

Must-Have

• 5 years of experience in water infrastructure municipal finance or public sector capital planning.
• Direct experience with municipal water/wastewater utilities and capital expenditure planning (CIP).
• Strong familiarity with EPA needs surveys and state-level water financing mechanisms.
• Advanced Excel skills for auditing complex formulas and scenario models.
• Strong analytical judgment to validate assumptions against modeled outputs.
• Excellent written communication skills for structured feedback.
