Job Summary
Overview
The Business Services team at Utah State University invites applications for a Financial Officer II position to support USU Statewide Campuses. Reporting to the Executive Director of Financial Operations this position serves as the principal financial advisor to the Vice President of Statewide Campuses overseeing budgeting forecasting reporting and financial strategy.
The Financial Officer II provides leadership to a team of financial staff ensuring compliance with university policies promoting financial stewardship and enabling informed decision-making that advances institutional goals. The position plays a key role in developing sustainable financial models optimizing resource utilization and leading financial process improvement initiatives. The work location is currently listed as Logan but may be adjusted to best support Statewide Campuses and the successful candidates proximity to a campus location.
Responsibilities
Strategic Planning & Forecasting
- Develops models and projections for mid- and long-term planning.
- Lead complex financial analyses to assess long-term funding sustainability for programs facilities and strategic initiatives.
- Partner with leadership to align fiscal strategies with academic research and administrative priorities.
- Provide high-level financial consultation on new initiatives capital projects and revenue opportunities.
- Recommend and implement cost-efficiency measures that improve financial performance and institutional capacity.
Policy & Compliance Advising
- Interpret and apply financial policies procedures and regulations to ensure compliance across all funding sources.
- Lead the development and implementation of internal financial controls to safeguard university assets.
- Monitor adherence to state federal and university fiscal standards; recommend revisions where necessary.
- Proactivity identify compliance risks and collaborate with senior leadership to develop proactive mitigation strategies.
Financial Reporting and Analysis
- Produce executive-level financial dashboards and variance reports that support strategic and operational decision-making.
- Analyze trends in revenues expenditures and fund balances to forecast future financial conditions.
- Provide specialized reports for internal and external stakeholders including government agencies and accreditation bodies.
- Serve as a key resource for financial interpretation and decision support for department heads and program managers.
Financial Review and Reconciliation
- Review for contracts and agreements for budget alignment and available funding.
- Review and reconcile financial transactions to ensure expenditures are allocable reasonable and allowable in accordance with university policy funding requirements and applicable regulations. Verify compliance for funds with specific use restrictions including course fees service centers grants scholarships endowment spendable accounts operating budgets and other assigned funding sources.
Financial Department Engagement and Team Leadership
- Supervise and develop a mid-size team of financial analysts and coordinators promoting accountability and continuous improvement.
- Foster cross-functional collaboration between financial operations budget HR and academic units.
- Lead training and mentoring efforts to improve financial literacy and compliance across the college or division.
- Contribute to institutional working groups and committees focused on financial governance and operational excellence.
- Act as a strategic partner to the central Finance department to improve processes compliance and reporting across multiple units.
- Identify recurring issues or inefficiencies and work collaboratively with Finance to develop and implement solutions.
- Contribute to the design and rollout of new financial tools reporting systems or training programs initiated by central Finance.
Qualifications
Minimum Qualifications:
- Bachelors degree in finance accounting business administration economics or related field; or equivalent advanced learning attained through experience required.
- Minimum of 7 years of related work experience including 3 years of leadership experience or equivalent combination of education and work experience.
Preferred Qualifications:
- Masters degree in finance accounting business administration economics or related field.
- Experience managing finances for a complex college division or multi-unit organization in higher education.
