The role
We are looking for a Customs Imports and Exports Officer to support Finance and Procurement Services (FPS). This incumbent would be someone who shares our core values of Integrity Excellence Respect and Creativity.
This incumbent will be specifically responsible for fostering sound import/export services throughout the Council by ensuring the effective resolution of related issues reviewing imports/exports service arrangements including confirming import/export contract terms and analyzing the imports/exports landscape to provide timely and comprehensive operational imports/exports recommendations to management and advice to stakeholders.
This includes following related procedures and requirements interceding liaising and coordinating on a daily basis with related stakeholders to ensure that the products arrive into storage and that shipping deadlines are closely adhered to identifying and selecting products from the inventory to then establish priorities and product delivery schedules and advising insurance agents in writing of shipments giving all pertinent information.

Education
Successful completion of secondary education OR an acceptable combination of education training and relevant experience.
A post-secondary degree may be considered an asset.

Experience
- Demonstrated research and analytical skills to interpret domestic and international legislation regulations and policies respecting customs duties excise taxes and tax for items to be imported / exported for NRC and foreign governments.
- Knowledge and experience of the methods techniques and practices involved in international procurement contracting and customs Imports and Exports to deliver customs operations provide information and advice to management and staff on customs and tax issues.
- Experience in planning organization and time management skills to handle a large and dynamic workload organize work; and recommend policy and procedural enhancements to the Manager to ensure effectiveness and responsiveness to NRC operational needs.
- Experience with office and administrative support services completion of official Customs forms NRC and Material Management policies and procedures SAP/Sigma system Customs modules Microsoft Program: Excel/Word NRC Research programs Freight terms/procedures and policies.
(5) years minimum experience in a Customs environment managing Imports and Exports.

Candidates will be assessed on the basis of the following criteria:
Technical competencies
- Experience with best methods techniques and practices to conduct research and analysis to maintain current knowledge of customs and tax legislation regulations policies and procedures in Canadian and international contexts.
- Experience with importation/exportation of goods according to Canada Border Services Agency rules and regulations. Knowledge of customs and export regulations including the harmonized tariff system and CUSMA trade agreements.
- Experience with various Canadian private sector transportation warehousing freight forwarders carrier companies and Intermodal contractors to determine the status of imported goods their storage and clearance (i.e. bonded facilities specific border points) and to negotiate or confirm special arrangements as required.
- Experience with various office software programs (MS Word PowerPoint Excel MS Outlook and Internet / Intranet) to generate correspondence prepare spreadsheets presentations and training packages maintain records exchange information electronically and conduct research.
- Experience in managing imports and exports as per regulatory policies with other government departments i.e.: CFIA CBSA PHAC CNSC ECCC etc.
- Experience in managing transportation logistics as per the International Air Transportation Association (IATA) and the Transportation of Dangerous Goods (TDG) regulatory policies
- Ability to process a high volume of information accurately with minimal supervision decision making problem solving and ability to meet deadlines to provide/guide clients with clear instructions.
Assets:
- Experience with foreign private sector procurement and logistics officers transportation managers contractors freight forwarders carriers and related suppliers / companies to obtain and provide information regarding customs documentation and shipping restrictions for customs and tax purposes and to exchange data or make special arrangements that facilitate clearance of outgoing shipments.
- Experience with foreign High Commissions and Embassies and key contacts to coordinate exports provide advice and arrange the brokerage of goods and material on behalf of and in conjunction with NRC requirements and agreements.

Compensation
From $72436to $85298per annum.
In addition the incumbent will receive the Bilingualism Bonus of$800 per year.
