Deputy Head of Facilities Operations Grade VIII (Specified Purpose Post)
Purpose of the role

TheDeputy Head of Facilities Operationsin TUH is a senior operational role focused on keeping the Hospitals physical environment safe compliant and running efficiently 24/7.
Reporting to Head of Facilities Operations & Service Transformation.

Key Duties & Responsibilities

Operational Oversight of Facilities & Projects
  • Support the Head of Facilities Operations in managing day-to-day operations within Asset Care department (electrical plumbing carpenters).
  • Involvement in developing implementing and maintaining the Hospitals Asset Management Policy and Asset Management Strategy aligned with ISO 55000 principles HSE policy and organisational objectives.
  • Maintain throughout the Hospital awareness of the primary of the patient in relation to all hospital activities
  • Demonstrate behaviour consistent with the values of the hospital.
  • To provide advice and guidance and support senior staff members on a range of strategic and operational matters.
  • Manage and oversee risk assessments as appropriate.
  • Asset Care Digital Helpdesk Project Delivery.
  • Manage a project to record all Assets digitally manage contracts.
  • Assisting with the upcoming tenders Cleaning Security & Car Park (60m).
  • Manage the Business Continuity Plan for various departments.
  • Ensure we are compliant with HSE Frameworks.



Staff Management & Leadership
  • Provide effective leadership and management of facilities that enable staff to perform to their full potential.
  • Provide strategic leadership to ensure asset care supports clinical service continuity patient safety and organisational growth.
  • Ensure that staffing levels and skill mix are appropriate and within the resource allocation.
  • Create and promote open communications healthy working relationships and stimulate initiative among the team.
  • Motivate team members by agreeing goals and objectives through performance achievement reviews.
  • Ensure all staff including contractors remain compliant with Mandatory Training.
  • Ensure teams make the most effective and efficient use of developments to improve service delivery.





Contract & Vendor Management
  • Manage external service providers (maintenance contracts).
  • Monitor SLAs and KPIs.
  • Ensure value for money and compliance with public procurement.

Budget Management
  • Help manage operational budgets.
  • Track spending on maintenance and contracts.
  • Identify cost-saving and efficiency initiatives.

Sustainability
  • Support energy efficiency and sustainability targets.
  • Prepare funding submissions to the HSE.

  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 0655 effective 1st February 2026:
83081 - 100205
  • The appointment is specified purpose & to facilitate interested candidates to consider looking for release from their existing role on an initial temporary basis.
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.

Qualifications & Experience
Must have:
  • Degree (level 7 QQI or above) in a relevant field
  • 4 years relevant experience
    • Experience in Facilities Operations is not essential consideration will be given to applicants who have experience of managing a team/service
    • Change Management
  • Minimum 3 year Supervisory/Management experience
  • Practical experience of use of IT systems
  • Fluent command and understanding of the English language to include spoken and written word
