BOLIs Civil Rights Division is currently hiring for a Senior Civil Rights Investigator (Civil Rights Investigator 2). This position independently investigates allegations of unlawful employment practices under the Divisionsjurisdiction with a primary focus on matters related to the Oregon Saves program. Responsibilities include gathering and analyzing evidence applying relevant laws and regulations and producingtimely well-supported findings. The role also supports case resolution through settlement facilitation and serves as a liaison with external partners including the Office of the State Treasurer.
This is anon-exemptfull timehybrid limited duration (LD) classified position. This recruitment may be used to filladditionalvacancies as they occur.This position is expected to last through June 30 2027.
Hereswhat you will do:
Independently investigate complex allegations of discrimination with a focus on the Oregon Saves program and other Civil Rights Division cases.
Manage a high-volume caseload ensuringtimely thorough and legally sound case processing.
Review complaints todeterminejurisdictionidentifykey issues and gather and analyze evidence from documents data and witness interviews.
Conduct interviews with complainants respondents and witnesses using various communication methods.
Apply relevant laws and regulations to develop supported findings and draft determinations for management review.
Facilitate settlement discussions mediation and conciliation and draft enforceable agreements.
Collaborate with the Oregon State Treasury and serve as a liaison for Oregon Saves-related matters.
Maintainaccuratecase files in compliance with public records and confidentiality requirements while meeting performance metrics and deadlines.
Provide case support for internal and external inquiries including reporting and testimony as needed.
Contribute to a professional collaborative work environment that supports equity and inclusion.
This Is What You Need to Qualify:
Four years of experience related to the class concept that includes specialized experience where the primary duties consisted of 1) collection of information gathering and analysis of facts and making conclusions and recommendations.
OR
Gathering developing and presenting information for the purpose of education ortraining.
OR
ABachelors degree in Business Administration Public AdministrationLawor other related field and one year of experience described above.
The ideal candidate willpossessthe following desired skills and attributes:
Experience managing multiple investigations or cases simultaneously including prioritizing work tracking deadlines andmaintainingaccuratecase records and files.
Strong analytical and critical thinking skills including the ability to evaluate complex information (documents data witness statements) and identify key legal and factual issues.
Knowledge of or ability to quickly learn and apply relevant laws regulations policies and legal standards to support sound case findings and ensure compliance.
Proficiencyin writing clear concise and legally sufficient reports findings and agreements.
Experiencefacilitatingsettlement discussions mediation or structured negotiations in sensitive or complex situations.
Strong organizational confidentiality and technical skills including use of case management systems data tracking tools and standard office software.

Investigators will need to transport laptops large files boxes of files and other equipment which may weigh up to 25 pounds each.
When conducting investigations investigators may beto work flexible hours or more than 8 hours in a day.

Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted todeterminewhat pay step the successful candidate will be offered.The analysis will be based on the relevant experience education training and certifications documented in the application materials.
This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS afteran initialsix-month waiting period.If you are already a PERS member this positions base salary will includea6.95% increase for employee contribution.
