Job Summary

The New York City Department of Health and Mental Hygiene (NYC DOHMH)s Bureau of Hepatitis HIV and Sexually Transmitted Infections (BHHS) oversees the Citys response to viral hepatitis HIV and sexually transmitted infections (STIs). Across a range of programs and through extensive collaboration with other parts of NYC DOHMH and external stakeholders BHHS leads testing initiatives; prevention care and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives. The mission of BHHS HIV program is to end HIV transmission promote the health of all New Yorkers with or vulnerable to HIV reduce HIV-related inequities and combat stigma. The HIV Program ACE (Assess. Connect. Engage.) Team of the New York City (NYC) Department of Health and Mental Hygiene (DOHMH) is responsible for providing partner services to approximately 2000 New Yorkers newly diagnosed with HIV each year including the identification tracing notification and HIV-testing of their sex and needle-sharing partners. ACE staff ensures that all newly HIV-diagnosed persons are linked to HIV clinical care. ACE staff undertake the continuous education of providers and community members about HIV- related laws and regulations and build/maintain structure for timely reporting of HIV diagnosis and linkage to care and services for patients and partners to further curb further spread of HIV.

The ACE unit is looking for a Data Analyst to support the activities of multiple ACE projects.

Duties will include but not be limited to:

-Develop SAS programs to utilize HIV Surveillance System data and other internal data sources. This includes matching merging and cleaning data to create assignment lists.
-Carry out routine functions of data management such as data monitoring and quality assurance; Serve as backup analyst to the database manager.
-Contribute to the maintenance review and update of the ACE database protocols and standard operating procedures.
-Create and Maintain SAS programs and data dictionaries for data collection forms.
-Provide reports and data visualizations for internal and external stakeholders.
-Address data requests. Create program tables slide sets and assist in preparing analytical datasets.
-Prepare and contribute to abstracts manuscripts and presentations for scientific conferences and peer-reviewed journals.
-Deliver oral presentations of epidemiologic and operational analyses to diverse audiences both scientific and non-scientific.
-Coordinate with eD2C funding clinics to facilitate the linkage of HIV clients to care by managing monthly case list creation executing weekly pre-check list transfers and providing routine communication and technical assistance to clinical partners to ensure data accuracy and program adherence.

PREFERRED SKILLS:

-At least 2 years experience in working with surveillance or large-registry data hospital or Medicaid data or similar large complex relational databases
-Advanced SAS and SQL skills.
-Familiarity with MS Access Tableau and REDCap strongly preferred.
-Strong analytical skills and knowledge of epidemiological method and concepts.
-Experience with scientific data collection interviewing and survey research.
-Experience with data quality assurance and knowledge of QA best practices.
-Ability to work with a diverse staff of epidemiologists analysts and public health advisors.
-Knowledge of HIV epidemiology and previous experience in the field of HIV research strongly preferred.
-Have strong analytical organizational and communication skills; demonstrated ability to manage projects.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
