ORGANISATION & BACKGROUND

Details of Organisation/Business Directorate

The Training Management Group (TMG) sits within the Personnel and Training Directorate and is led by Deputy Director People Training (DDPT) who is the Training Delivery Authority for Navy Command Individual Training. TMG collaboratively manages the delivery of the training outputs alongside a contracted organisation Team Fisher under Project Selborne. The main outputs are to:

Set & communicate the strategy and direction for the RN training system.

Direct and assure the training delivered through the subordinate Training Providers (TF CTCRM ND).

Command and Control over the 5 major RN Training Establishments.

Exercise governance & control over the training system to ensure that the RNs requirements are met and that resources are prioritised and deployed effectively

Job Purpose

Purpose:

Export control refers to the legislation governing the export of goods software and technology. The TMG US Export Control Team provides guidance direction and oversight to ensure compliance with United States export control regulations policies and procedures. The team disseminates information and develops processes to support adherence to these regulations. The TMG EC Team works collaboratively across government to ensure that Royal Navy industry partners are properly authorised to access export-controlled articles subject to US laws and regulations.

Responsibilities:

  • Lead assurance visits to RN UK Training establishments ensuring compliance with US export control deliverables and managing Assets Subject to Special Control (ASSC).
  • Develop and implement assurance processes in line with JSP 248 and US export control regulations.
  • Maintain accurate records review documents and assess data security for sensitive US defence information.
  • Evaluate compliance with JSP 248 including licencing record keeping staff training and internal controls while mitigating risks of non-compliance.
  • Engage with stakeholders to identify ASSC and ensure adherence to through-life management processes.
  • Support the TMG US EC Manager with maritime US Export Control (EC) authorisations and their processing to meet MOD objectives.
  • Draft and review export licence applications to ensure compliance and reduce delays while developing expertise through training.
  • Provide US export control guidance oversee knowledge management within the EC team and deputise for the US EC Manager when required.

  • Other Ministry of Defence teams involved in export control compliance or related processes.
  • Staff and leadership at Royal Navy training establishments.

External Stakeholders

  • Industry partners handling sensitive US defence data or equipment.
  • External organisations or partners involved in managing Assets Subject to Special Control (ASSC).

LEARNING & DEVELOPMENT

  • The post holder will be required to undertake all MOD Mandatory Training related to the post and site and to support the training of direct reports.
  • The post holder will be required to maintain the currency of their knowledge and skills relating to training/ education policies standards theories and methodologies through ongoing CPD.
  • The Post holder will be required to have or be willing to complete ISO 19011 and the
