This position is with the Workers Compensation Division (WCD). WCD administers regulates and enforces the laws and administrative rules governing the Oregon workers compensation system.
This position is represented by the Service Employees International Union (SEIU).

Initially the position will report to our main office in Salem at least two days a week and will have the option to work out of Lake Oswego or remotely from home three days a week.
Following the successful completion of the six-month training period or when the successful applicants performance demonstrates they have the knowledge to perform the job and can work independently (whichever is sooner) they will have greater flexibility to work remotely.
Heres what you will do:
As part of the Policy Team you will be one of seven analysts committed to advancing a leading workers compensation system that represents integrity and fairness for Oregonians. You will work independently but you will also be part of a team and work in a collaborative environment where ideas are shared and brainstorming is encouraged to develop unique solutions to unique issues.
You will serve as the Workers Compensation Policy Analyst to the division administrator deputy administrator division policy manager and division management team. This position primarily supports the Audit unit and is assigned the rules governing Claims Administration (OAR 436-060); but also supports the Employment Services Team (EST) and is assigned the rules governing the Employer-at-Injury Program (OAR 436-105) the Preferred Worker Program (OAR 436-110) and Vocational Assistance to Injured Workers (OAR 436-120).
Duties include:
Work in collaboration with the Audit and EST when developing rule issues
Research complex issues and write technical narratives that evaluate the strengths and weaknesses of options and recommend action based on research findings
Draft issues documents related to new or revised Oregon administrative rules and concerns raised internal or from external partners draft proposed rule language and participate/facilitate internal and external rule advisory committee meetings
Provide guidance on the impact ofWorkers Compensation Board (board) decisions case law and new or revised Oregon Revised Statutes to current policy and process
Build and maintain constructive and cooperative working relationships with division managers and employees based on mutual trust and respect
Provide consultation and technical guidance to division management

Heres what you need to qualify:
Minimum Qualifications:
A bachelors degree in Business or Public Administration Behavioral or Social Sciences Finance Political Science or a related degree and four years professional-level evaluative analytical and planning work
OR
Any combination of experience and education equivalent to seven years professional-level evaluative analytical and planning work
Requested Skills:
In addition to the minimum qualifications applicants will be reviewed against the following experience and skills:
Demonstrated skills and abilities to perform policy analysis research and grammatically correct writing
Experience in researching complex issues and writing technical narratives that evaluate the strengths and weaknesses of options and recommend action based on research findings
Ability to provide guidance on the impact of board decisions and new or revised legislation to current policy and process
Demonstrated ability to effectively communicate and collaborate with individuals and groups having divergent needs and points of view
Preference may be given to candidates that have an in-depth knowledge of Oregon Workers Compensation particularly insurer responsibilities related to claims administration activities

Additional information:
Per the Pay Equity Law passed in 2017 an employee pay assessment will be conducted to determine what pay step the successful candidate will be offered. The assessment will be based on the relevant experience education training and certifications documented in the application materials. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you are already a participating PERS member or once you become PERS eligible after 6 months of employment the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
