340B Program Manager
Position Summary
The 340B Program Manager oversees the integrity compliance analytics and operational performance of First Choice Community Healthcares 340B Drug Pricing Program. This position is responsible for ensuring full compliance with HRSA and federal 340B requirements while maximizing program value to support FCCHs mission of providing affordable high-quality care to the communities we serve.
Serving as FCCHs primary 340B subject matter expert the role leads data-driven monitoring internal audits vendor oversight and continuous improvement efforts across in-house pharmacy contract pharmacy and clinical operations. The 340B Program Manager collaborates closely with Pharmacy Compliance Finance Medical IT and Executive Leadership to ensure program sustainability audit readiness and responsible stewardship of 340B savings.
Essential Duties and Responsibilities
340B Program Oversight & Compliance
- Administer and oversee FCCHs 340B Drug Pricing Program in alignment with HRSA regulations Apexus guidance and internal policies.
- Ensure ongoing compliance with patient eligibility covered entity site eligibility and prevention of diversion and duplicate discounts.
- Conduct routine monthly and quarterly internal audits; document findings develop corrective action plans and monitor resolution.
- Prepare for and support HRSA audits and external reviews including documentation collection data validation and audit response coordination.
- Monitor HRSA updates and regulatory guidance; communicate operational impacts and recommended changes to leadership and staff.
- Serve as primary liaison for 340B compliance issues across clinical sites pharmacy operations and administrative departments.
Data Analytics Reporting & Financial Integrity
- Lead analysis of pharmacy claims EHR data split-billing outputs and wholesaler data to ensure accuracy and compliance.
- Oversee reconciliation of 340B accumulations replenishment and savings in collaboration with Finance and Accounting.
- Develop and maintain dashboards and reports tracking savings utilization trends compliance metrics and audit indicators.
- Perform variance analysis to identify risks data discrepancies and optimization opportunities.
- Ensure accurate documentation of 340B savings and support reinvestment reporting aligned with FCCHs mission.
Operations Technology & Vendor Management
- Oversee day-to-day 340B operational workflows including eligibility determination purchasing inventory management billing and replenishment.
- Serve as the primary administrator and subject matter expert for 340B split billing and TPA platforms.
- Coordinate issue resolution with EHR pharmacy systems and 340B software vendors to maintain data integrity.
- Ensure effective integration between Epic (or other FCCH EHR platforms) pharmacy systems and 340B software.
- Support onboarding and implementation of new sites contract pharmacies or program expansions.
Policies Training & Stakeholder Engagement
- Develop maintain and update 340B policies procedures and SOPs to ensure consistency across FCCH sites.
- Provide ongoing education and training for pharmacy staff clinic leadership providers billing and support teams.
- Participate in cross-functional committees and quality improvement initiatives related to pharmacy and compliance.
- Provide clear communication and guidance to staff and leadership regarding 340B requirements and responsibilities.
- Represent FCCH as a knowledgeable resource in 340B-related collaborations trainings or community partnerships.
Program Optimization & Continuous Improvement
- Identify opportunities to improve program efficiency compliance controls and savings capture.
- Support program growth initiatives that align with FCCHs clinical expansion and community health goals.
- Collaborate with population health finance and leadership teams on data-informed strategic initiatives.
Education & Experience
Qualifications
- Bachelors degree in Healthcare Administration Public Health Business Pharmacy Health Informatics Analytics or a related field.
- Minimum 5 years of experience working with the 340B Drug Pricing Program preferably in an FQHC community health center or safety-net environment.
- Demonstrated working knowledge of HRSA regulations eligibility requirements audit readiness and compliance risk areas.
- Experience with pharmacy claims data EHR systems and 340B split-billing
- Experience supporting multi-site clinic operations and contract pharmacy relationships.
- Prior quality assurance auditing or data analytics experience.
Knowledge Skills & Abilities
- Strong understanding of 340B compliance pharmacy workflows and healthcare operations.
- High attention to detail and accuracy in compliance-driven environments.
- Excellent analytical organizational and problem-solving skills.
- Proficiency in Microsoft Office particularly Excel and reporting tools.
- Clear and effective written and verbal communication skills.
