Position Overview
The Utilities Senior Business Analyst serves as the functional lead responsible for translating operational and business needs into requirements process improvements and roadmap deliverables.
This role bridges departments such as operations maintenance laboratory engineering finance HR and IT to identify pain points document workflows and define future-state processes.
The focus is on ensuring technology improvements align with how UOSA employees actually work.
Key Responsibilities
Stakeholder Engagement & Requirements
Conduct interviews workshops and process walkthroughs
Document pain points and inefficiencies
Develop functional and non-functional requirements
Maintain traceability to business value
Process Analysis
Map current-state workflows
Identify automation and digitization opportunities
Develop future-state processes and user stories
Digital Maturity & Roadmap
Support digital maturity assessment
Analyze gaps and adoption barriers
Translate findings into roadmap initiatives
Governance & Adoption
Support prioritization frameworks and KPIs
Define intake and approval processes
Develop training and adoption materials
Required Qualifications
Education
Bachelors in Business IT or related field
Experience
8 years in business analysis or process improvement
3 years in utilities or public-sector environments
Experience with requirements workflows and roadmap development
Required Skills
Requirements elicitation process mapping user stories
BPMN Lean Agile or Six Sigma methodologies
Familiarity with Microsoft 365 Power BI ERP LIMS GIS
Preferred Qualifications
Utility or public works experience
Experience with Power Platform document management automation
Certifications: CBAP PMI-PBA Lean Six Sigma Scrum
