DESCRIPTION:
Supports the Director of IT Procurement in all phases of statewide IT procurement processes including market research competitive solicitation evaluation award and contract management. Creates and modifies templates according to statute and rule. Oversees IT solicitation processes and partners with agencies throughout the IT RFP lifecycle including reviews postings Q&A evaluations and awards. Independently reviews agency solicitations and contracts within policy limits. Evaluates the performance of staff and provides performance feedback to staff. Communicates with staff regarding changes in State procurement law rules regulations policy and procedures. This critical position has a focus towards agency support review and managing IT-procurement process guidance to agencies specifically IT-related master agreements commodities subscription and prequalified vendor lists.
REPRESENTATIVETASKS:
- Plans coordinates and directs division operations in order to ensure established objectives and standards are met in accordance with Office of State Procurement Services and Information Technology (IT) standards and policies.
- Manages plans and coordinates purchasing functions in order to procure IT-related goods and services for State agencies.
- Develops and recommends new and revised rules policies and procedures in order to meet operational needs and improve the effectiveness of purchasing and contracting operations.
- Reviews critiques and approves IT-related requisitions request for quotes requests for proposals sole source justifications evaluation documents and award justifications
- Responds to inquiries and provides updated information to division leadership team and the State Procurement Review Committee.
- Determines and submits staff material and equipment needs in order to ensure the availability of necessary resources to accomplish goals and objectives.
- Responds to requests for technical advice or assistance in order to solve problems encountered by other departmental or agency administrators in the procurement of products or services.
- Prepares reports for testimony in order to represent the Division and present information and analyses at meetings conferences and public events.
- Prepares and maintains spending programs from database systems determines information needs and helps automate Division functions in order to develop maintain and use management information systems effectively.
- Communicates with staff regarding changes in State procurement law rules regulations policy and procedures.
- Collaborates with the Office of State Procurement Services staff and internal management on process issues and improvement initiatives.
- Receives evaluates and acts on emergency requests in Director of IT Procurements absence in order to respond to and resolve emergencies efficiently and effectively.
- Maintains open communications with the supplier community to provide a comprehensive understanding of the procurement practices and maintain supplier confidence.
- Performs other related duties to ensure the accomplishment of the strategic IT-related priorities of the Division of Procurement Services.
KNOWLEDGESSKILLSANDABILITIES:
Leadership skills are required to guide and instruct client-agency members in the performance of their IT-related procurement duties. Strong communication skills are necessary to establish and maintain relationships with vendors agencies state employees and procurement team members. The ability to negotiate new contracts amendments and disputes is essential. Comprehensive IT comprehension and knowledge are key to this position. The ability to understand and work with a wide array of technologies is a significant component of this position as well as the general procurement knowledge and abilities such as:
- Knowledge of State procurement laws rules regulations policy and procedures for the procurement of a broad range of goods and services in a large organization.
- Knowledge of Federal laws statutes and regulations pertaining to procurement.
- Knowledge of administrative and management practices procedures methods and techniques.
- Knowledge of processes and procedures for procurement transactions including requisitions solicitations purchase orders service contracts and any other procurement methods and procedures needed to obtain goods and services.
- Knowledge of budget development monitoring and control.
- Knowledge of State department and agency programs and services related to procurement needs.
- Comprehensive Knowledge of Information Technology equipment and software for managing purchasing and procurement including e- procurement and e-commerce.
- Knowledge of strategic planning.
- Knowledge of responsibilities of IT Procurement.
- Ability to prepare develop and monitor cost savings and spend under management reports for a small unit of operation.
- Ability to research interpret and explain laws rules regulations policies and procedures related to State procurement.
- Ability to use computer equipment software programs and information technology for purchasing and procurement.
- Ability to identify and solve issues and problems.
- Ability to make independent judgments and decisions.
- Ability to manage train and direct professional staff.
- Ability to assume responsibilities of direct reports.
- Ability to establish performance expectations and to evaluate the performance results of staff.
- Ability to establish and maintain effective working relationships with diverse groups.
- Ability to communicate effectively orally and in writing.
MINIMUMQUALIFICATIONS:
- An eight (8) year combination of education training and/or professional experience involving Information Technologies and equipment.
- Minimum of four (4) years experience in an IT management/customer service capacity.
- Minimum of four (4) years progressively responsible experience in public procurement
- At least four (4) years of commodity-related procurement responsibilities.
Special consideration given to those with proven experience in:
- Cross agency-client support
- CGI-Advantage procurement processes
- Demonstrated experience with reporting data generation and compilation
- SharePoint file management and organization
- Process review and improvement initiatives
- Workflow configurations and tools
