Job Description:
JOB SUMMARY
This is professional work of a technical nature for the Administrative Component of Lancaster County BH/DS.
The primary duties include the management and oversight of IT Support Electronic and Office Equipment and Agency Software Applications and Databases.
This is a high level position which ensures the smooth functioning of IT and electronic applications and processes.
REPORTING RELATIONSHIPS
This is a highly responsible position requiring a high level of initiative and independent action and requires the sharing of information and recommendations with the Chief of Administration. Work is assigned to this position via both oral and written instructions.
Employee is expected to work independently on routine tasks with regularly scheduled supervisory review by the Chief of Administration.
Staff development training and growth is highly encouraged and supported.
ESSENTIAL JOB FUNCTIONS
Management of IT Support
1) Responding to inquiries and requests for assistance with IT related issues.
2) Provide advice and IT support to problem-solve and/or resolve computer user or system-related issues.
3) Assess if County IT assistance is needed and submit work orders to County IT helpdesk and monitor for satisfactory
resolution.
4) Act as the point person for BHDS with County IT to ensure issues are resolved.
5) Deploy and setup computer equipment for BHDS staff.
6) Troubleshoot conference room equipment and/or work with third-party vendor to resolve issues as needed.
7) Analyze quarterly IT invoice and compare against BHDS data for accuracy or discrepancies and report to Chief of
Administration.
8) Participate in monthly meeting with IT liaison and Chief of Administration.
9) Point person for any major equipment deployment.
10) Serves as primary Agency Information Security Officer.
Manage Electronic and Office Equipment
1) Manage agencys inventory of computer equipment office equipment and cellular devices.
a. Monitor and coordinate inventory activities prepare orders for inventory and maintain information in designated
spreadsheets.
b. Reconcile invoices and payments against equipment and supplies received.
c. Coordinate deletion or transfer of various inventoried items.
d. Prepare purchase orders and work with IT to obtain price quotes from vendors.
e. Perform inventory of supplies on hand as required.
2) Distribute new devices as needed.
a. Maintain documentation of staff equipment assignment.
b. Manage process for any damage lost or stolen equipment.
3) Provide training for staff on use of electronic equipment.
a. Review cell phone set-ups with staff who receive county-issued cell phones.
b. Create and provide training documents for staff.
4) Review and analyze Cell phone usage.
a. Notify Deputy Directors of anything unusual.
b. Work closely with Purchasing Department when discrepancies are noted and to ensure agency is purchasing the
best/most cost-effective service plan.
5) Coordinate the purchase of equipment software furniture etc. as requested by Senior Management staff.
Manage Agency Software Applications and Databases
1) Manage the security of the agency electronic health record currently known as CARES and the accompanying web portal. This includes activating and deactivating users troubleshooting accessibility to CARES managing roles and user security access HIPAA compliance in CARES and supporting all BHDS components with new enhancements and problem-solving issues.
2) Manages Document Fill-in in Cares and other applications.
3) Assist in data reporting for any local state and/or Federal reporting requirements through the CARES reporting tool canned reports and other data sources. Will manage data sources as necessary. Will provide ad hoc reports upon request from the departments.
MINIMUM QUALIFICATIONS
One (1) year of technical experience providing information technology user support services in a variety of areas to include: applications development and business process analysis and network and desktop PC support services; and an Associate Degree in Computer Science; Management Computer or Business Information Systems; Microcomputer Technology Information Technology Desktop Technology or closely related field; or
Three (3) years of technical experience providing information technology user support services in a variety of areas to include: applications development and business process analysis and network and desktop PC support; or
Any equivalent combination of experience and training that includes 18 credits in Computer Science; Management Computer or Business Information Systems or a closely related field. Equivalent clock hours in Computer Science; Management Computer or Business Information Systems may be substituted for the required credits.

Knowledge of developments and practices in information technology and methodologies in applications and systems analysis and development.

Knowledge of computer programming techniques.
Knowledge in the use and interpretation of diagnostic utility programs used in troubleshooting problems.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
Must pass pre-employment drug screening test.
Must have acceptable background check that includes FBI Clearance PA State Police criminal history andChildLine clearances.
Clearances are required prior to the start of employment and may not be more than one year old at time of employment.
A valid drivers license and acceptable driving history in accordance with County policy.
