Job Summary
Introduction
The Maryland Department of General Services (DGS)supports State and local government agencies as well as local non-profitorganizations and the citizens of Maryland by providing facilities managementreal estate and surplus property services as well as security and lawenforcement for State buildings. Main Purpose of Job
POSITION DUTIES
Duties to include but not limited to:
Product Strategy Vision:Define and manage the product roadmap and vision in alignment with Staterequirements user needs and business objectives. Prioritize features andenhancements based on value feasibility and impact.
User Business Value: Use quantitative data to understand user behavior and and measure success criteria to ensure product outcomesdeliver meaningful value.
Requirements Gathering Translation: Collaborate with stakeholders business owners and designers togather document and translate business and user needs into preciseactionable technical requirements and user stories.
Technical Oversight SystemsIntegration: Ensure product solutions are technically sound scalable andcompliant with State standards. Oversee integration with Marylands financialmanagement and ERP systems coordinating with IT as needed.
Performance Analytics Reporting: Conduct functional and dataanalysis to inform project decisions. Create and maintain reports on systemperformance user engagement and improvement opportunities.
Quality Assurance Continuous Improvement: Implement quality control processes tovalidate performance functionality and userexperience. Incorporate feedback to drive iterative improvement.
StakeholderEngagement: Maintain open consistent communication with stakeholders at alllevels. Provide updates address concerns and manage interdependencies acrossdepartments.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess thefollowingpreferred qualification(s). Include clear and specificinformation on your application regardingall qualifications.
5years of experience in product delivery including 5 years in modern product developmentor product ownership roles.
Provenexperience:
- Leadingproduct teams in launching new capabilities and maintaining systems in production atscale.
- Aligning technology products with businessprocesses.
- Creating and managing product roadmaps andprioritized backlogs.
3years of experience in:
- Agile project delivery and development practices.
- Human-centered design and client-facing roles such asbusiness analysis or user research.
- Change management in dynamic user-focused environments.
Strongknowledge of modern technologies and agile methodologies focusing on deliveringuser value and maintaining a high-quality user experience.
Demonstratedability to make data-informed decisions effectively communicate (written andverbal) and manage change with diverse stakeholders.
Preferredcertifications: Professional Scrum Product Owner (PSPO) Certified Scrum ProductOwner (CSPO) Project Management Professional (PMP) or ITIL Foundation Certification.

BENEFITS
Contractual employees who work for an agencycovered under the State Employee and Retiree Health and Welfare BenefitsProgram have a current employment contract and work 30 or more hours a week(or on average 130 hours per month) may be eligible for subsidized healthbenefits coverage for themselves and their dependents. As a contractualemployee you will be responsible for paying 25% of the premiums for yourmedical and prescription coverage including any eligible dependents you haveenrolled. The State of Maryland will subsidize the remaining 75% of the costfor these benefits. You can also elect to enroll in dental coverage accidentaldeath and dismemberment insurance and life insurance but will be responsibleto pay the full premium for these benefits.
Leave may be granted to a contractual employeewho has worked 120 days in a 12-month period. This leave accrues at a rate ofone hour for every 30 hours worked not to exceed 40 hours per calendar year.
