GENERAL ACCOUNTABILITY
The Safety Officer (Office) is responsible for researching regulations standards and policy. The incumbent provides oral and written guidance to the motoring public enforcement and inspection personnel; provides discretionary direction on vehicle programs; provides technical expertise; and mediates conflict resolution. This position prepares detailed and complex written reports and statistical information using computer applications (Word Access Excel and PowerPoint). The Safety Officer (Office) is required to work independently and performs duties primarily in the office and in the field as required.
KEY ACCOUNTABILITIES

Responds to questions pertaining to legislation regarding the standard and inspection of vehicles.
Responds to inquiries about repair standards and methods from inspection stations.
Responds to inquiries and complaints from the public internal and external stakeholders via formal written correspondence.
Researches issues (e.g. manufacturing and repair standards regulations policy) and prepares reports and statistical data for management and stakeholders.
Recommends improvements and changes to legislation regarding the provincial vehicle equipment standards and inspection procedures pursuant to the Traffic Safety Act.
Recommends improvements and changes to internal policies relating to vehicle inspection standards.
Instructs coaches and responds to mechanics in required methods and standards so that they may determine if a vehicle meets all the requirements of the inspection.
Inspects vehicles for compliance with regulations and standards.
Participates in partnership activities with law enforcement agencies.
Investigates prepares and reviews reports on the condition of the safety components of vehicles involved in accidents and may be required to appear in court to act as a witness to the same.
Recommends safety devices and practices and adaptations or changes in specifications of new equipment to provide for the incorporation of adequate safety protection.
Keeps up to date on developments in the field of industrial safety investigates new safety equipment and devices and reviews standards and methods for improvements.
Recommends certification and decertification of inspection stations and personnel.
Inspects and rates inspection stations and mechanics and encourages improvements of stations in the program.
Instructs the Light Vehicle Enforcement course and the mechanical portion of the Commercial Vehicle Safety Alliance inspectors course.
Instructs mechanics in required methods and standards so that they may determine if a vehicle meets all the requirements of the inspection by phone and in the field.
Creates written notices for distribution to inspection stations.
Investigates consumer complaints related to vehicle safety and inspection results.
Performs public presentations on related programs.

TECHNICAL KNOWLEDGE & SKILLS
Advanced knowledge of mechanical/autobody repair and maintenance of all vehicles eligible for registration and their safety components.
Advanced knowledge of vehicle inspection methods and standards for all vehicle types.
Advanced knowledge of vehicle equipment and inspection standards and regulations including school bus operating regulations.
Advanced knowledge of provincial vehicle safety programs.
Advanced skill in instructing mechanics and evaluating their work.
EDUCATION & CERTIFICATIONS
A heavy duty equipment mechanic or truck and transport mechanic journeyperson certificate.
Required to maintain CVSA Inspector Certification and Dangerous Goods Inspector Certification.
Possession of a valid drivers licence.
EXPERIENCE
5 7 years practical experience in the repair and maintenance of commercial vehicles as a journeyperson heavy duty equipment mechanic or truck and transport mechanic comprised of at least 3 years experience supervising the repair and maintenance of commercial vehicles.
WORKING CONDITIONS
Physical Effort and Environment: Majority of time spent in a typical work environment with occasional and/or mild exposure to unpleasant conditions and light physical effort. Driving within city limits and/or some long-distance highway driving.
Sensory Attention: Moderate periods of concentration on a variety of sensory inputs requiring close attention several times daily.
Mental Stress: Moderate exposure to one or more mental pressures.
