Assistant Chief Plan Examiner, Tenant Protection

Job Summary
This position performs supervisory work in the engineering or architectural analysis of structures and building equipment systems and the examination of plans for the construction alteration or repair of buildings and equipment systems under the jurisdiction of the Department of Buildings.
Under direction:
- Oversee the Tenant Protection Plan (TPP) audit program. Recommend and implement modifications to improved efficiency and operational processes as needed.
- Supervise guide and mentor plan examination personnel to perform progressively more complex and challenging projects.
- Assign work monitor team and individual examiner workload and screen incoming jobs for completeness.
- Monitor team and individual examiner productivity to ensure smooth continuous flow of work and compliance with Agency service levels.
- Administer quality control checks to ensure complete and accurate project reviews that are documented with clear and concise objections based on Agency regulations rules and procedures.
- Facilitate resolution of objections and proper approval of jobs by meeting with applicants filing reps and examiners to correctly interpret and enforce regulations.
- Assist the Tenant Advocate to manage unit operations including developing and maintaining workload management plans analyses schedules reports and spreadsheets and performing assigned tasks as requested.
- Represent the unit Director or the Tenant Advocate at meetings in their absence or as assigned.
- Collaborate with the unit Director and the Tenant Advocate to address and resolve unit level issues establish and review unit expectations and standards and encourage improvement
- Interact with Chief Plan Examiners throughout the boroughs and the Hub borough management and other units in the Agency as necessary to accomplish assigned tasks
- Perform TPP audits as well as original plan examinations special audits and zoning reviews; issue objections and conduct meetings with applicants and filing representatives to resolve objections and approve jobs.
- Evaluate performance of team members throughout the year.
MINIMUM QUALIFICATION REQUIREMENTS
Possession of a valid New York State Professional Engineers license or registration as an Architect and one of the following:
1. Four (4) years of full-time satisfactory experience in architecture civil engineering or mechanical engineering performing work in building design building construction or building equipment systems design of which two years must have been in building design or building equipment systems design; or
2. A masters degree or higher in civil engineering mechanical engineering or a five-year Bachelor of Architecture or a Master of Architecture from an accredited college and three (3) years of full-time satisfactory experience in architecture civil engineering or mechanical engineering performing the work described in 1 above of which two (2) years must have been in building design or building equipment systems design.
On the date of appointment must possess a valid New York State Professional Engineers License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of employment.
ADDITIONAL INFORMATION
Candidates may be considered in one of the following comparable civil service titles: Architect if permanent or reachable on list Civil Engineer unless the list is exhausted if permanent or reachable on list and Mechanical Engineer unless the list is exhausted if permanent or reachable on list. A selected candidate in the civil service title Architect Civil Engineer or Mechanical Engineer will be placed in Assignment Level 2.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program.
