It is responsible for ensuring the health safety and well-being of all North Carolinians providing human service needs for special populations including individuals who are deaf blind developmentally disabled and mentally ill and helping poor North Carolinians achieve economic independence.

Description of Work

A Sign-on bonus of $14500 may be offered to the successful applicant(s) of this posting contingent on the 2025-2026 Budget Approval.

*Eligibility for Sign-on Bonus: To qualify for the Sign-on Bonus a newly hired permanent full-time or permanent part-time employee must work 30 to 40 hours per week to be eligible. Those who are eligible and working less than 40 hours a week will receive a prorated rate. An employee is not eligible for a sign-on bonus if: The employee has held a position in the North Carolina State government including the judicial system or the University of North Carolina system within the last 12 months (the employee shall remain ineligible for 12 months from the separation date). The employee has previously received a sign-on bonus from any State agency. DHHS has paid any contract placement or recruitment fees. We are seeking a passionate skilled leader to manage and grow statewide DeafBlind programs as the DeafBlind Services Manager!

As DeafBlind Services Manager you will develop and oversee essential servicesincluding the Support Service Provider (SSP) program CoNavigator initiatives the iCanConnect (iCC) program and other statewide supports that promote communication access independence and equal opportunity. This role offers the chance to shape policy lead a talented team collaborate with state and federal partners and advocate for individuals facing critical access barriers. You will do the following:

-Lead and supervise the DeafBlind Services team including SSP CoNavigator and iCanConnect program staff

-Build implement and continually improve statewide DeafBlind programs and service models Oversee contracts budgets policies compliance documentation and regulatory requirements (ADA CVAA FCC rules)

-Develop and enhance partnerships with schools state agencies community programs and advocacy groups

-Provide training on DeafBlind communication methods (including tactile communication) and support outreach efforts statewide

-Serve as a subject matter expert advocating for DeafBlind individuals and families

Your leadership will directly expand access remove barriers and support independence for DeafBlind North Carolinians across all 100 counties. Youll help shape the future of statewide services while working within a mission-driven collaborative environment dedicated to equity and accessibility. Ensure accessibility quality assurance and audit preparedness across all program areas

Knowledge Skills and Abilities/Management Preferences

Salary Range: $70478 - $123336

Recruitment Range: $70478 - $110123

  • Knowledge of Deaf and DeafBlind Culture.
  • Proficiency of American Sign Language (ASL interpreter certification not required).
  • Development and oversight of an SSP program Knowledge of iCanConnect program services and administration
