COMMUNITY RISK REDUCTION OFFICER (CODE ENFORCEMENT)

Department: Fire Department

Division: Fire Prevention

Pay: GRADE 135: $54858.23 - $79544.43 Annual Salary ($26.37 - $38.24 Hourly).

FLSA Status: Non-Exempt Merit Full-Time Eligible for Benefits

GENERAL PURPOSE

This position provides specialized zoning housing commercial and public nuisance code enforcement for the city to improve commercial and residential neighborhoods. Receives immediate direction from the Ogden Fire Prevention Division.

ESSENTIAL JOB FUNCTIONS

  • Performs regular property inspections including housing vacant building business and commercial properties for substandard conditions and compliance with ordinance conditional use and/or legal nonconforming uses.
  • Coordinates inspection activity with other regulatory divisions within the city such as Planning Business Licensing Community Development and Building Services.
  • Negotiates and recommends solutions to gain compliance in enforcement disputes.
  • Responds to citizen and property owner complaints regarding zoning public nuisance housing code compliance and substandard housing violations.
  • Prepare case reports for court or administrative proceedings.
  • Performs the daily operation of code compliance for zoning housing and public nuisance code enforcement.
  • Evaluates technology needs that will improve performance and compliance.
  • Documents cases with photographs that clearly identifies violation.
  • Documents violations in a manner consistent with municipal codes for successful prosecution if compliance is not gained.
  • Attends and testifies in court proceedings to gain prosecution of code violations.
  • Enforces proper zoning nuisance health and safety requirements.
  • Compiles and collects survey data and assist with the strategic planning of specific Community Risk Reduction objectives.
  • Issues notices of violations and citations as necessary.
  • Research to determine the approved conditional uses of property.
  • Research owners and take actions to enforce city codes.
  • Issues abatement notices for applicable code violations.
  • Coordinates and oversees abatements.
  • Serves as a resource to other city departments regarding zoning and other problems.
  • Maintains records and reports of inspections and surveillance activities.
  • Attends and participates in meetings with Community Oriented Policing for serious code violations that exhibit criminal violations.
  • Documents Notice of Dangerous Building violations and submits file to the Building Official for processing to compliance or demolition.
  • Prepares reports for management regarding activity and effectiveness with code enforcement strategies.
  • Participates and provides training and mentoring to code enforcement employees on city procedures the Property Maintenance Code and arranges for zoning ordinance training from the Planning Manager.
  • Continues professional development by attending professional conferences and training sessions.
  • Be aware of new trends in Community Risk Reduction and techniques for improvement.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • At least two years of responsible experience with a government regulatory agency preferably municipal or county government experience.
  • High school diploma or its equivalent.
  • Any combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain an appropriate valid Utah drivers license.
  • Possession of or ability to obtain a Certification as a Certified Zoning Enforcement Officer within six months of employment.
  • Possession of or ability to obtain of International Code Council Certification as a Certified Property Maintenance & Housing Inspector within six months of employment.
  • Employee will be required to complete NIMS IS100 IS200 IS700 and IS800 within six months of hire.

KNOWLEDGE SKILLS AND ABILITIES

  • Knowledge of zoning code enforcement practices methods and techniques of inspection including civil and criminal citation procedures.
  • Knowledge of the Ogden City Municipal Code particularly the Zoning Ordinance Public Nuisance Ordinance Demolition by Neglect Ordinance and the International Property Maintenance Code specifically housing code requirements and substandard housing conditions.
  • Knowledge of professional business communication including professional conversation letters emails and business reports.
  • Knowledge of complex principles and techniques of inspection.
  • Knowledge of conflict resolution techniques.
  • Knowledge of city state and/or federal codes laws ordinances and regulations pertaining to zoning housing and public nuisance code violations.
  • Knowledge of court room procedures.
  • Knowledge of penal code arrest and seizure procedure.
  • Skill in performing complex work assignments.
  • Skill in the use of personal computers to access data base for efficient management of workload and determining status of enforcement.
  • Skill in working with diverse cultural and socio-economic groups.
  • Skill in communicating clearly and concisely both orally and in writing.
  • Skill in responding to establish priorities working independently and evaluating and negotiating alternatives to gain compliance.
  • Skill in communicating complex laws and regulations to the public or in a court of law explaining city initiatives to improve community standards and convincing violators the importance of compliance.
  • Skill in employing conflict resolution techniques to gain compliance.
  • Ability to maintain physical condition is appropriate to the performance of assigned duties and responsibilities which may include walking standing or sitting for extended periods of time.
  • Ability to maintain effective audio-visual discrimination and perception is needed for making observations communicating with others reading and writing and operating assigned equipment as required by the position.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
  • Ability to maintain mental capacity allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations including safety and risk management standards.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Work environment is both indoors and outdoors; work indoors exposes the worker to moderate noise and temperature levels and working outdoors at housing and commercial sites exposes the worker to noise dust and inclement weather. On occasions there may be exposure to stressful human behavior situations due to disagreement.
  • Travel between sites is required which exposes the worker to the hazards associated with travel by car.
  • The work is sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body.
  • Must possess the visual ability to see clearly at close (less than 20 inches) and far (more than 20 feet) distances identify and distinguish colors observe an area that can be seen up and down or the left and right while eyes are fixed on a given point and judge distances and spatial relationships.
  • The following physical abilities are required: standing walking sitting and reaching with hands and arms talking and hearing.
