Description of Work
The NC Turnpike Authority (NCTA) Financial Operations Assistant Manager will manage three accountants performing daily reconciliation duties with knowledge of advanced accounting and the ability to learn and understand complex systems. The individual in this position must understand system integration and NCTA operations as they carry out their own duties as well as in direction and training of their team. It is necessary to understand the duties of each Accountant and how those operations impact cash reconciliations customer accounts and eventual reporting in the SAP General Ledger. This position performs the duties of the Manager in his/her absence and serves as backup for his/her direct reports.This position coordinates with the Unit Manager assigned unit staff and NCTA staff to implement and refine the business functions and system capabilities that will drive efficient and accurate collection of data. Duties include the management of the daily operations and several accountants performing the daily cash reconciliations and cashflow reconciliations accounting for revenues by highway. The role requires advanced knowledge of accounting to approve all journal entries posted to the Integrity trial balance (Back Office toll system) that interfaces to the SAP general ledge. This role also requires an ability to independently post correction entries directly to a customers account.
The Assistant Manager will manage banking relations and serve as administrator for applicable systems including CoreBanking. This role is required to make daily decisions in an independent manner review and audit data and address complex data issues. Coordination with other NCDOT organizations is required including the GL unit and other Controllers office staff. The Assistant Manager is responsible for several contractual relations including the collections agencies receivable and payable activity. This position will design and recommend changes to reports and functionality in the Integrity Back Office system and work to resolve open tickets in coordination with the NCTA IT organization. Independently coordinates to track open work order tickets.
This position is currently eligible for hybrid remote work in accordance with state policy and the agencys remote work program but does require weekly onsite work. Telework options are subject to change at the discretion of management.
Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC16 $ 57983.00 $101470.00
Management prefers applicants with the following:
- Demonstrated ability to manage daily operations and accounting staff completing bank reconciliation and cash management activities; lead daily and monthly reconciliation activities independently and manage and resolve complex issues on an accurate and timely basis.
- Knowledge of internal controls to support audits direct and document key financial activities including Generally Accepted Accounting Principles (GAAP) in preparing or reviewing journal entries and reconciliations.
- Experience in directing and training staff supporting the NCTA financial operations primarily reconciling cash and revenue and associated vendor activities. Knowledge in coordinating collection agency activities.
- Experience utilizing technical abilities to learn Back Office Integrity system which records customer account activities billing accounts receivable and collections. Intermediate to advanced knowledge of Excel and capability to direct staff in the use of Excel to complete core duties.
- Skill in managing bank relations and supporting Turnpike operations team (Back Office team) to support system development and reports.

Bachelors degree in accounting or a degree in business administration finance public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and five years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting financial statements and reports; or equivalent combination of education and experience.
