Main Purpose of Job

This position assists the Senior Director in theadministration of direct delivery of services for the Office of MedicalEligibility Program and Office of Long Term Care. The purpose of this positionis to plan organize manage develop interpret write and implementfederal/state laws regulations policies and procedures in all aspects thatare relevant to the administration of Medical Assistance (MA) Programs and acentral focus on Long Term Care (LTC) within the Family Investment Programs inall of Marylands 23 counties and the city of Baltimore.

POSITION DUTIES

  • The incumbent will develop goals and objectives for Long Term Care Medical Assistance for the Office of Long Term Care and throughout the state of Maryland. The incumbent will develop policies and procedures and assign priorities. Develops and writes regulation changes. Comments on proposed legislation and coordinates and implements new legislation. Incumbent will support a network of nursing homes hospitals and other health facilities accepting Medicaid and Medicare by overseeing the development and implementation of program policies. Establish technical assistance as needed to ensure that healthcare providers and local department staff are well versed in new policies. Demonstrates the technical skills required to assist in developing and designing state of the art instructional materials by producing tutorials and manuals.
  • The incumbent will develop specific program plans and milestones. Coordinates and delegates work. Monitors statewide Long Term Care Program compliance. Monitors Medical Assistance reports and completes MA monthly benchmarks for the state. Evaluates implementation and recommends changes based on thorough analysis of relevant data.

  • Utilizes statistical data to direct assign plan organize monitor evaluate coach and supervise the OLTC Assistant Director and OLTC staff. Evaluates staff performance and discipline staff when necessary and follows agency protocol when doing so. Monitor attendance records and ensure that staff adhere to appropriate personnel practices by informing them of regulations counseling written reprimands and Employee Assistance Program referral procedures.
  • The incumbent will review the Eligibility and Enrollment (E&E) system escalated policy and system concerns. Also the incumbent will propose develop and write system required changes and enhancements for E&E to ensure accurate policy and procedural implementation within the system.

MINIMUM QUALIFICATIONS

Education:A Bachelors degree from an accredited college or university.

Experience:Eight years of experience in administrative professional ortechnical work three years must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.

2. Candidates may substitute additional professional ortechnical experience in the administration of a humanservices program or experience conducting studies and analyses of programs procedures practices andorganizations on a year-for-year basis for the required education.

3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officerclassifications or Administrative Officer specialty codes inthe General Administrative Clerical and Office Servicesfield of work on a year-for-year basis for the requiredexperience and education two yearsmust havebeen in an administrative supervisory or consultativecapacity.

SELECTIVE QUALIFICATIONS

One year of experience providing training or technicalassistance to employees stakeholders or partner.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess:

One year ofexperience analyzing interpreting data and preparing clear accurate anddetailed reports.

One year of supervisory experience.
