Position Summary
The Construction Manager Representative (CMR) provides on-site construction oversight and administrative support to ensure projects are executed in full compliance with contract documents plans specifications and applicable regulations. This role serves as a critical liaison between the Government project stakeholders and the Construction Contractor maintaining strict neutrality while ensuring quality safety and contract adherence throughout the project lifecycle. Project scope includes the rehabilitation of residential and museum buildings at Mesa Verde with a focus on historic preservation infrastructure upgrades and overall facility improvements.

Essential Duties and Responsibilities
Construction Oversight & Compliance
- Observe and document contractor performance for progress quality workmanship and compliance with contract documents building codes and safety regulations
- Perform daily on-site inspections and produce detailed daily reports with photographic documentation
- Monitor contractor adherence to Accident Prevention Plans (APP) and safety standards
- Verify accuracy of project record drawings and construction progress
Contract Administration & Documentation
- Utilize construction management software to manage all project documentation communication and reporting
- Review and track submittals RFIs schedules and contractor documentation for completeness and compliance
- Evaluate monthly payment applications based on work completed
- Maintain logs for submittals RFIs schedules and contract modifications
Meetings & Coordination
- Organize facilitate and document weekly progress meetings and other project-related meetings
- Prepare meeting agendas collect project updates and distribute documentation in a timely manner
- Coordinate with Government personnel contractors architects/engineers and inspectors
Communication Protocol
- Report all issues risks or non-conformance concerns directly to the Contracting Officers Representative (COR) or designated authority
- Maintain a neutral and professional communication style at all times
- Do not provide direction or opinions directly to the contractor or external stakeholders
Cost & Schedule Management
- Review and analyze construction schedules to track and document project progress
- Evaluate cost estimates contractor proposals and change requests
- Assist in scope development contract modifications and negotiation documentation
- Track and document Requests for Proposals (RFPs) and associated cost data
Inspections & Closeout
- Facilitate preparatory initial and follow-up inspections
- Support substantial completion inspections and develop deficiency lists with cost estimates
- Review Operation & Maintenance manuals warranties and closeout documentation for compliance
Labor & Compliance Monitoring
- Review certified payrolls for compliance with Department of Labor requirements
- Conduct and document labor interviews
- Identify and report discrepancies or compliance issues
Core Competencies
- Strong understanding of construction contracts plans and specifications
- Knowledge of building codes safety regulations and construction methodologies
- Ability to evaluate cost breakdowns (labor materials equipment overhead profit)
- Experience documenting scope changes and supporting contract negotiations
- Strong technical writing documentation and organizational skills
Education Experience and Technical Skills
Required Education Experience and Technical Skills
- Construction management or supervisory experience
- Minimum of 1 years of relevant construction management or inspection experience
- Federal experience preferred
Certifications
- OSHA 30-hour Construction Safety Certification (required)
Technical Skills
- Proficiency with construction management software systems
- Strong working knowledge of:
- Microsoft Word Excel and Project
- Adobe PDF tools
- Microsoft Teams (meetings calls screen sharing)
- Ability to access and utilize internet-based systems for project reporting and documentation
- Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
- Must have or be able to obtain and maintain a valid drivers license
Working Environment
This position primarily operates in a professional office setting with standard office equipment and a quiet climate-controlled environment. While in the office there is no regular exposure to loud noise hazardous materials or heavy machinery.
This role also requires periodic travel to project sites including locations undergoing renovation or active construction. During site visits the employee may be exposed to non-temperature-controlled environments construction noise dust and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits depending on site conditions. While on site visits an individual in this role will be required to work typical hours at the request of the client or role demands.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors contractor representatives and inspecting the construction work that is being performed.
Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
Stooping/Kneeling/Crouching/Crawling: This role requires stooping kneeling crouching crawling and ladder climbing to inspect all aspects of building construction to foundations crawlspaces and roofs.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop mouse keyboard computer monitors telephones and scanners copiers and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information review information and make decisions about information.
Seeing: This role requires the ability to see view and distinguish all aspects of construction to ensure quality control.
Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment safety equipment and other needed construction items to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions
To ensure reliable collaboration client service and secure access to company systems the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing VPN connectivity and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:
- Wired broadband service (cable fiber or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
- Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed
Cellular hotspot or fixed wireless cellular services (e.g. T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local state and federal requirements as it relates to the reimbursement of home internet expenses. Eligibility for reimbursement of home internet expenses is defined in a separate policy.
