The Human Resources Manager is responsible for managing and supporting CyKors core HR functions including employee relations recruiting onboarding HR operations compliance and culture initiatives. This role works closely with company leadership to implement and maintain effective HR practices that support a compliant engaging and wellrun workplace in a fastgrowing IT government contracting environment.
CyKor has more than 70employees across 16 states with headquarters based in Annapolis Maryland. We are seeking a collaborative handson HR Manager with a high level of integrity confidentiality and discretion who is comfortable operating in a lean HR environment and providing practical support to managers and employees. This is an primarily an office-based position (3-4 days per week in the office; 1-2 days per week remote).
CORE RESPONSIBILITIES
People & Culture Execution
- Implement and support HR strategies aligned with company growth organizational design and workforce planning.
- Partner with leadership to shape company culture promote engagement and support long-term initiatives.
- Support change management initiatives communication planning and continuous improvement efforts.
HR Operations & Compliance
- Oversee HR policies processes and HRIS optimization in Paylocity ensuring accuracy data integrity and compliance.
- Ensure adherence to federal state and local employment laws GovCon requirements and internal standards.
- Register CyKor as an employer in new states and obtain all necessary state rates for Paylocity as needed.
- Manage compensation frameworks performance cycles benefits administration and risk mitigation.
Talent Acquisition & Workforce Management
- Lead internal recruiting strategy including resource forecasting role scoping interview processes and candidate experience.
- Oversee onboarding for W2 employees and 1099 contractors ensuring readiness compliance and a streamlined experience.
- Partner with Delivery and Operations to anticipate staffing needs for government contracts and growth.
Employee Relations & Engagement
- Serve as primary escalation point for employee relations inquiries conflict resolution investigationscoaching and performance concerns.
- Develop and execute culture-building programs recognition initiatives and employee engagement activities.
- Provide leadership coaching to managers to enhance people leadership effectiveness.
Events Communications & Culture Programs
- Direct planning and execution of all company-wide events.
- Oversee office operations and workplace experience including vendor coordination and facilities partnership.
- Manage internal communications employee feedback loops and initiatives supporting belonging and retention.
Vendor Benefits & HR Infrastructure Management
- Support vendor relationships including benefits providers brokers and HR service partners.
- Manage complex benefits issues eligibility reviews and employee support.
- Drive continuous improvement across HR technology systems and processes.
SUCCESS METRICS
- Hiring & Onboarding: 100% of new hires and 1099 resources onboarded on time fully compliant and operational by Day 1.
- Retention & Engagement: Year-over-year improvement in retention benchmarks and employee engagement indicators.
- HR Operations Quality: Error-free HRIS data integrity; on-time completion of performance cycles and compliance requirements.
- Scalability: P&C function effectively supporting growth and increasing 1099 workforce without service degradation.
- Manager Support: Improved manager capability measured through reduced ER escalations and stronger performance management.
- Event Execution: Successful delivery of all major company events within budget and with high employee satisfaction.
- Cost Efficiency: Reduction in external recruiting spend optimized vendor contracts and improved HR operational efficiency.
Is This You:
- Bachelors Degree required (HR Business or related field preferred)
- 5-8 years of progressive HR experience
- Prior experience in an HR Manager Senior HR Generalist or similar role
- SHRM-CP PHR or working toward certification preferred
- 3 years of hands-on experience in HRIS (Paylocity or comparable platform)
- Strong working knowledge of HR laws and best practices
- Experience supporting a growing regulated or governmentadjacent organization (GovCon strongly preferred)
- Experience operating as a standalone or lean HR leader
- Experience in government contracting IT services or professional services preferred
- Familiarity with audit readiness and documentation discipline
- High ownership and accountability
- Strong organizational prioritization and follow-through skills
- Demonstrated knowledge of human resources laws in multi-state jurisdictions
- Ability to manage competing demands in a growth environment

Total Compensation Package:
- Salary range of $115000-$125000 commensurate with experience
- $10000 yearly bonus potential

Work Location and Travel Requirements:
This position will work out of our Annapolis Maryland office and will work at least 3days per week in the office (with 2days remote). Periodic travel may be required to conferences and meetings (20% of the time).
