Project Manager, Utilities (Project Subways)
Job Summary
Our Third-Party Projects Review team is seeking a Project Manager to join our team. The Project Manager will manage the direction regarding the review of third-party applications permits and approvals in proximity to and within Metrolinx-owned heavy rail transit rights-of-way and associated assets. This position will lead interaction with internal Metrolinx departments other government agencies and Third-Party project proponents to ensure a safe and reliable system.
Perform complete start to close-out project management on third-party applications permits and approvals as assigned to meet corporate commitments and internal and external stakeholder requirements for schedules and budget with or without staff delegation
Manage the tracking and monitoring of aspects related to project quality risk assessment issues management and project reporting for railway corridors
Engage in project-related discussions and develop strategies for communication and negotiation with proponents to identify and address potential obstacles and promote successful project implementation in a timely manner
Manage and monitor Metrolinx authorized third-party technical advisor.
Lead negotiations with proponents as required to gain their acceptance regarding proposed actions address issues with proposals represent Metrolinx interests and finalize agreements.
Oversee the tracking and monitoring of project review progress permit status team performance issues management lessons learned and reporting on Key Performance Indicators (KPIs).
Act as a technical specialist to review evaluate and approve (as applicable) project documents consultant studies reports design proposals specifications and contract documents to meet established policies procedures and standards
Develop and manage relationships to ensure affected internal and external parties are consulted and informed and that any negative impacts on Metrolinx assets are suitably mitigated
Review Workplans approvals and CAP issued documents approval conditions approved drawings/plans and reports to ensure completeness compliance and consistency with the established guidelines standards regulations and operating documents (including but not limited to Building Transit Faster Act BTFA OSHA RSA CSMP CROR GEI)
- Completion of a degree in Engineering Systems Engineering Business Architecture or a related discipline or a combination of education training and experience deemed equivalent.
- Experience with heavy and light rail infrastructure operations/construction and/or transportation planning principles and practices right of way permits and third-party project approvals.
- Demonstrated experience in project management preferably within the public sector
- Project Management Professional (PMP) certification Certified Engineering Technician (CET) or . designation or partial completion is an asset
- Knowledge of applicable legal and regulatory requirements governing the delivery of transit services (e.g. Railway Safety Act Environmental Assessment Act Transport Canada (TC) Canadian Rail Operating Rules (CROR) Railway Association of Canada (RAC) Ontario provincial and municipal standards and best practices contracts and environmental legislation)
- A valid Ontario G Drivers License is required for regular site visits.
