LOCATION OF POSITION

POSITION DUTIES

Performs Analysis

Performs analyses on proposed rates tariff languageindustry structure and other topics as needed.

Results are presented verbally or as memoranda bucksheetwriteups reports or testimony.

Work products may support other Division activities asassigned. Work products may be filed with the Commission. All work productsshould be adequately supported by data and analysis.

Responsibility for testimony requires the employee to serveas an expert witness to be cross-examined and to assistStaff attorneysin settlement discussions hearing preparation briefing and other aspects oflitigation.

Performs in Bucksheet Program

Prepares bucksheet recommendations (e.g. utility filingstariffs applications for operating authority other matters requiringCommission attention) in order to ensure that timecommitments areachieved high productivity and quality are maintained by using divisiontools and by tracking work content and errors.

Advises on Policy

Plans and develops economic and policy related analyses andresponds to inquiries by theCommission other divisions and the outsidepublic to ensure that these groups have sound technical and policy advice byconducting studies writing and presenting testimony writing advisorymemoranda letters and cross examination questions as required.

Serves as a Commission advisor as required.

Depending on the Commissions need for policy advice duringthe performance evaluation cycle bucksheet program duties may be increased ordecreased by substitution.

Working Groups:

Participates in or supports other division membersparticipation in working groups that may include other Staff members andrepresentatives of utilities and other parties on matters related to energycompetition tariff provisions utility restructuring and othersubjects.

Monitors Regulatory Events

Monitors changes in the in the regulatory environment toensure that the Commission is informed of policies which may affect the Stateby reading periodicals regulatory rulings and attending conferences

Performs Miscellaneous Duties

Supports the director by performing miscellaneous duties asrequired to ensure that the division is managed in an efficient high qualityand courteous manner. These duties include but are not limited to respondingto inquiries from consultants and providers responding to surveys fromindustry groups and working on complaint resolutions.

MINIMUM QUALIFICATIONS

Public Service Commission Regulatory EconomistI

Experience: Four years ofexperience performingutility energy policy economic or econometricallybasedanalysis.

1. Candidates may substitute the possession of a Bachelorsdegree in Economics Engineering Business Finance Accounting Statistics orMathematics from an accredited college or university for the requiredexperience.

may substitute U.S. Armed Forcesmilitary service experience as a commissioned officer in accountingclassification or accounting specialty codes in the accounting and budget groupfield of work on a year-for-year basis for the required experience.

Public Service Commission Regulatory EconomistII

Experience: Five years ofperforming utility energy policy economic or econometrically-based analysisincluding one year of experiencewith a public service commissionconsulting organization or regulated enterprise.

DESIRED OR PREFERRED QUALIFICATIONS

At least one (1) year of experience working for a utilityregulatory commission for level I and two (2) years of experience for levelII

At least one (1) year of experience writing on technical orbusiness topics and two (2) years of experience for level II.

Experience using Microsoft Office suite.

Experience using Microsoft Excel to analyze data andperform calculations.

Demonstrated knowledge of methods of financial analysisincluding DCF and CAPM.

Coursework in econometric or financial analysis electricalpower engineering applied mathematics statistics or related technical fieldsof study.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
