Job Summary
Introduction
This is a Management Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES
Chief Fiscal Officer
Independently perform allfinancial/budget related responsibilities and ensure that all fiscal deadlinesare met.
Oversee accounts payable and thepayment of invoices through the Financial Management Information Systems(FMIS). Code approve and reconcile invoices for agency purchases; and ensurethat funds are available in the budget throughout fiscal year. Order FMISfiscal reports; balance working fund checkbook and prepare annualreconciliation.
Conduct the annual Agency Closeout withthe General Accounting Division.
Monitor agencys budgetappropriation and prepare and present on-going budget projections for thePeoples Counsel and Deputy Peoples Counsel as well as for DBM as requestedby the Audit Compliance Unit.
Create an annual budget forsubmission to DBM using the BARS software program and prepare all agency budgetamendments and Over-the-Target Requests.
Administrator
Supervise OPCs administrativesupport team of (4) employees and provide performance evaluations.
Provide oversight of informationtechnology equipment systems and contractors including software andtelecommunications.
Serve as facilities manager byoverseeing office space utilized by the agency acting as point of contact withthe building manager and acting as the DGS lease liaison.
Oversee the procurement functionwith the Deputy Operations Manager serving as the offices Procurement with the procurement of consultant services and liaise with vendors asneeded.
Submit all required quarterly andannual reports for procurement programs (MBE/SBE/VSBE).
Provide oversight and approvals forinventory purchases tracking and disposals.
Supervise the agencys PropertyOfficer.
Liaison between DGS representativesin renewing office parking contracts courier cleaning maintenance.
Oversee smallcontracts for copier printers postage machine etc.
Serves as agencys EEO officer.
Oversees and approves Annual EEO report.
Human Resources Liaison
Acts as Liaison between DBM and OPCregarding all personnel handles personnel issues as requested and as needed.
Make recommendations to thePeoples Counsel and the Deputy Peoples Counsel for more efficient oreffective ways of handling administrative or personnel processes to the benefitof the office.
Review and possess knowledge of COMAR Title17 and State Personnel and Pensions Article of the Maryland annotated Code.
Strategic Planning and LegislativeSupport
Support OPCs legislativeactivities with the Maryland General Assembly government agencies and otherentities.
Responsible for short and long-termoffice strategy including creation revision and implementation of officepolicies and procedures.
Responsible for all mandated reporting including but not limited to JointChairmans Reports (JCR) and procurement (MBE etc.).
Other duties assigned.
