Job Summary

Duties and Responsibilities
Be knowledgeable with PPCLs Health Safety Management System.
Ensure PPCLs procedures practices and the Health Safety Management System are
adhered to by all on site and referred to when required.
Ensure all safety equipment is in place and ready to be used on the project site for Day 1.
Support project management team (Manager Superintendent Supervisor Foremen) for all aspects of HSE.
Be available during work shift/rotation 24/7 in the event of emergencies. Regular work hours may vary depending on business or circumstances which you will be compensated for.
PPCL work email must be accessible on HSE Advisors phone for communication purposes.
Adhere to the Drug and Alcohol Policy Workplace Violence and Harassment and Attendance Policy provided by HR.
Promptly forward concerns brought forward by internal and external stakeholders to site management and Corporate Safety.
Liaise with client prime contractor and sub-contractor safety departments in a professional manner.
Represent and liaise with Occupational Health and Safety Officers and any other regulatory authorities in a professional manner.
Communicate and conduct incident investigations including near misses in a timely manner (witness statements pictures securing area if required). Establish root cause and preventative measures along with corrective actions and communicate to all parties involved and follow up until close out.
Communicate with site management and Corporate Safety injured personnel and assist where necessary.
Assist worker with WCB submission (must be completed within 72 hours). Assist with the return-to-work program with site management and Corporate Safety ensuring medical limitations are adhered to by the worker.
Drug and Alcohol testing may be required following any incident/near miss. Only with direction from senior management or corporate management HSE advisor may have to coordinate Drug and Alcohol test to be conducted from an incident.
Identify substandard practices and initiate corrective actions. Ensure corrective actions are assigned communicated and completed in a timely manner.
Conduct and participate in audits as required.
Develop and implement site specific Emergency Response Plans.
Ensure ERP drills are completed on site document minimum 1 quarterly (tabletop man down etc.).
Complete site-specific job hazard assessment for each job at the project sites.
Conduct safety walks engaging workers throughout each day.
Complete site inspections as required.
Track and review BBOs communicate trends at site and to Corporate Safety.
Follow up on deficiencies/corrective action items with supervisor in a timely manner.
Establishes and maintains strong relationships with internal and external PPCL clientele.
Communicates respectfully and ethically with all internal and external stakeholders.
Present new industry initiatives to site management and Corporate Safety.
Enforce the use of appropriate Personal Protective Equipment (PPE) by all workers contractors and visitors on site always.
Coordinate availability maintain and ensure functionality of all field safety equipment (personal monitors fire extinguishers first aid kits eye wash AEDs etc).
Identify and communicate to Corporate Safety any errors or suggested revisions in the Health Safety Management System.
Provide a written monthly summary to the Corporate Safety Manager on the HSE accomplishments and/or project highlights in regards to safety on the worksite.
Communicate and post safety bulletins to ensure all workers on site are aware of changes and information.
Maintain safety records perform administrative and record-keeping functions and procedures with an emphasis on confidentiality.
Develop and facilitate presentations (including PowerPoint) to personnel on site if required. (Safety Standowns etc)
Attend/participate in client required meetings representing PPCL.

Participate facilitate and/or attend on-site safety meetings including:
o General worker safety meetings
o Site management (manager/superintendent/supervisor/foreman) safety meetings when requested.
o Client safety meeting when requested.
o Safety Committee meetings when required
o Management safety meetings
o Emergency Response Team meetings
o Safety Standown
Conduct/coordinate site-specific orientations for workers and contractors including:

o New hire returning worker contractor orientations.
Verify that the worker(s) training (if required) is available and current for the following:
o H2S Alive
o Fall protection
o Aerial work platform skid steer zoom boom forklift backhoe.
o WHMIS 2015
o CSTS
o First Aid
o Hazard assessment
o TDG
o Confined space
o Ground Disturbance Level II
o Fit test where necessary
o And others as required for position/role for jurisdiction requirements.

Maintain and monitor Training Matrix advisor sups/workers when something is coming due if worker is expired advise sup and worker
Monitor and maintain orientations (client and PPCLs) ensuring all workers complete as required
Add and remove all workers as required for hiring add to Complyworks ISN and the Training Matrix and their personal folders where training tickets will be stored
Complete inspections as per inspection frequency chart (includes site inspections and all safety equipment) including 3rd party air (SCBA/spider trailers)
Monthly complete and send in HSE monthly summary including tracking/trending of all at risk and safe cards
Incident and investigation as required maintain and manage the incident log with updates as needed. Manage injured workers (completed modified worker agreement if required and advise HSE manager/Construction manager of all updates on worker)
Communicate any revised or required procedure/JSAs etc to be update in manual or other areas
Assist site superintendent
Review/audit critical safety documents FLRA/FLHAs permits JSAs procedures etc.
Coach and mentor daily (BBO/near miss/haz IDs)
Advocate PPCL safety expectations
Actively participate in BBO/hazard ID program as well expect 1 per day

Prerequisites
Education
Candidates must possess at least one of the following credentials:
o NCSO (National Construction Safety Officer) or CSO (Construction Safety Officer) designation
o CSSE (Canadian Society of Safety Engineering) accreditation which could include CRSP (Canadian Registered Safety Professional) or CHSC (Certified Health & Safety Consultant) designation.
o Certificate of Occupational Health and Safety through a recognized University
o Designation or Industry accredited association (BCSP BCRSP etc)
Candidates must possess:
o Valid drivers license and clean drivers abstract.
o Current H2S Alive
o Current First Aid
o Ground Disturbance
o Fall Protection
o CSTS
o Confined Space Entry
o WHMIS
Other safety-related credentials would be considered an assess such as safety training in:
o Aerial Work Platform
o Train-the Trainer
o TDG
o Hazard assessment
o Accident/incident investigation
o WCB claims & disability management.
o Safety basics or leadership in safety excellence
o Auditor status
o Substance abuse/drug & alcohol
o Back injury prevention
o Additional training will be provided as required for specific jurisdictions.
o Other certificates of training will be considered.

Experience Skills and Abilities
o 3 years of Health Safety and Environmental experience in the Oil & Gas Industry within the applicable jurisdiction.
o Proficiency in use of Microsoft word excel PowerPoint SharePoint and outlook.
o Experience using safety documentation or safety related software is an asset.

Work Environment
Construction sites are usually at remote locations requiring frequent travel and accommodation away from home for extended periods.
Work in extreme outdoor weather conditions (heat/cold).
Multiple interruptions throughout the day require adjustment to priorities and effective multi- tasking.
Physical Requirements
Must be Fit for Duty.
Must wear company standard PPE when at project sites and office. Constructions site PPE includes CSA approved steel toed boots FR coveralls head protection eye protection and hand protection are required.
Ability to walk on uneven terrain on work sites.
Performance Measures
Provide and input safety statistical information before the 4th day of each month.
Conduct Site Specific hazard assessment for the work site. (if we are Prime Contractor)
Ensure vehicle pre-inspection checklists are completed daily.
Complete and submit daily site inspection documentation.
Scan (store) and input all daily safety generated documentation in a timely manner.
Produce reports presentations HSE statistical information to senior management when required.
Maintain safety equipment inventory logs including:
o Gas monitors
o AEDs
o First Aid Kits
o SCBA
o Fire extinguisher (non-vehicle)
