Position Overview
The Quality Manager leads Calian Nuclears quality management function ensuring that technical and engineering services are delivered in full compliance with applicable nuclear regulatory requirements and standards including ISO 9001 ISO 19443 CSA N286-12 N286.7 and N299. This is a pivotal role within a professional services environment requiring the ability to translate complex regulatory obligations into practical auditable quality frameworks that support engineers analysts and project managers across a diverse portfolio of nuclear engagements in meeting customer and project requirements.
A defining focus of this role is modernization: the Quality Manager will drive the evolution of Calian Nuclears Quality Assurance Program (QAP) toward a digital-first data-driven model introducing electronic document management digital audit tools and QAP performance dashboards to improve traceability reduce administrative burden and provide leadership with real-time compliance visibility. The successful candidate will serve as Calian Nuclears internal quality authority and its primary interface with customers regulators and third-party auditors.
Responsibilities
- Own maintain and continuously improve Calian Nuclears Quality Assurance Program (QAP) in accordance with CSA N286-12 (Management System Requirements for Nuclear Facilities) CSA N286.7 (Quality assurance of analytical scientific and design computer programs) and CSA N299 (Quality Assurance Program Requirements for the Supply of Items and Services for Nuclear Power Plants) ensuring alignment with CNSC regulatory expectations and adapting the QAP as required to meet the requirements of newly introduced standards as introduced by the evolving business needs.
- Lead the digital transformation of Calian Nuclears quality and compliance infrastructure including the adoption and administration of an electronic document management system digital audit and non-conformance tracking tools and QAP performance dashboards to improve traceability efficiency and real-time oversight.
- Develop and implement initiatives across Calian Nuclears service lines including safety analysis licensing engineering emergency preparedness project management decommissioning and waste management to meet existing quality requirements and drive continuous improvement.
- Plan schedule and execute internal audits process assessments and supplier surveillances in accordance with the annual audit program; prepare comprehensive audit reports and work with auditees to ensure timely corrective action closure.
- Manage the corrective action program (CAP) including the identification documentation investigation root cause analysis and closure of non-conformance reports (NCRs) and corrective action requests (CARs); track trends and report findings to leadership.
- Promote continuous improvement within the nuclear team by leveraging data points such as lessons learned observations opportunities for improvement (OFI) operational experience (OPEX) and self assessments to identify proactive measures for advancement and guide innovative preventative actions.
- Serve as the primary quality interface with nuclear utility clients (e.g. OPG Bruce Power NB Power) the Canadian Nuclear Safety Commission (CNSC) and third-party certification bodies on all matters related to quality assurance audits and regulatory compliance.
- Provide quality oversight and advisory support to project teams throughout the project lifecycle from proposal development and work authorization through delivery and project close-out ensuring that work is performed documented and verified in accordance with applicable quality standards.
- Develop implement and maintain quality-related procedures work instructions forms and process documentation ensuring these are current accessible and understood by all relevant staff.
- Coordinate with relevant counterparts (e.g. Project Management Office Health & Safety Operations) to ensure the QAP operates cohesively and efficiently within the overall nuclear management system.
- Support the qualification and ongoing oversight of Calians supplier and subcontractor base under N299 program requirements including initial qualification assessments approved supplier list (ASL) maintenance and periodic re-evaluation.
- Design and deliver quality induction training and awareness programs for Calian Nuclear staff; foster a quality-first culture that is embedded in day-to-day consulting and project management practices.
- Monitor analyze and report on QAP performance metrics and key performance indicators (KPIs) using digital dashboards and reporting tools; present insights and improvement recommendations to senior leadership on a regular cadence.
- Support Calian Nuclears business development efforts by contributing quality capability documentation QAP evidence packages and compliance narratives to proposals qualification submissions and client presentations.
- Oversee a team of Quality Assurance Specialists to realize the goals of the QAP and other strategic objectives. Define goals for the team aligned with company objectives coach team members delegate tasks resolve conflicts and manage performance through regular feedback and evaluation of a team of 2-5 directly reporting employees.
- Manage available quality assurance resources to meet the needs of the QAP and overall quality requirements of the nuclear team by overseeing resource allocation managing budgets and escalating gaps or challenges meet business requirements when applicable.
Qualifications
- Bachelors degree in engineering Applied Science or a related technical discipline
- Minimum 7 years of progressive experience in quality assurance or quality management with at least 3 years in the Canadian nuclear industry
- Minimum 2 years experience managing a team in a professional services environment
- Demonstrated expertise in CSA N286-12 CSA N286.7 and CSA N299 including practical experience developing implementing and maintaining a QAP against these standards
- Experience operating within a consulting or professional services environment with the ability to apply quality frameworks across varied project types and customer contexts (rather than a fixed manufacturing or facility setting)
- Certified Lead Auditor (as certified by a registration body) or equivalent lead auditor qualification
- Proven track record planning and conducting nuclear quality audits and surveillances including preparation of audit reports and follow-up on corrective actions
- Familiarity with the CNSC regulatory framework including applicable REGDOC series (e.g. REGDOC-2.1.2 Safety Culture; REGDOC-2.1.1 Management System) and their intersection with CSA N286
- Strong technical writing skills including experience producing quality management plans procedures audit reports non-conformance documentation and corrective action records
- Demonstrated experience with digital quality management tools electronic document management system platforms (e.g. SharePoint) and data-driven QAP reporting; a clear appetite for process modernization and digital adoption
- Eligible for and willing to obtain a Government of Canada Secret security clearance
- Must be able to communicate effectively with technical and non-technical audiences including customers regulators and executive stakeholders
- Knowledge of ISO 9001:2015 and ISO 19443 as they relate to nuclear supply chain quality assurance
- Experience participating in CNSC inspections or regulatory interactions on quality-related matters
- Bilingualism (English and French) is an asset
- Knowledge of additional nuclear standards including CSA N285 ASME NQA-1 and ISO/IEC 17025 is an asset
