Responsible for the day-to-day administration of the community development multifamily lending originations and underwriting team including supervision of the loan production staff supervision of the Proposition 123 selection and underwriting process evaluation of proposed financing structures collaborating cross-divisionally with Finance and Legal on project-related issues budgeting reporting strategic and business planning and program development. This is a management position that reports to the Director of Community Development.

essential functions

Leadership

  • Managing workloads of the business development and underwriting staff evaluating performance and ensuring loan production goals are met.
  • Represent CHFA and the division by serving on internal committees cross-functional teams and representing on external boards.
  • Working closely with the Community Development management team to achieve divisional goals and organizational KPIs.
  • Champion employee engagement that aligns with CHFAs vision mission values and strategy within Department.
  • Be the conduit between CHFA enterprise-wide strategic goals and Departmental strategy alignment.
  • Lead the tactical implementation of CHFAs strategic plan and projects.
  • Cultivate buy-in collaboration and actions needed by Department to achieve outcomes.
  • Lead and report progress and barriers towards CHFA and Departmental KPIs.
  • Champion and lead Departmental/cross-Departmental innovation including identifying areas of opportunity and the necessary resources.
  • Support an innovation mindset with team members and provide timely feedback to ideas.
  • Be visible connected and available to Departments customers and stakeholders.
  • Cascade and implement Departments customer and community engagement strategies.
  • Elevate a shared-understanding of customer and stakeholder needs and opportunities relative to CHFAs mission and products services and strategy.
  • Drive customer satisfaction through solicitation of feedback responsiveness and action.

Operational Oversight

  • Oversight of business development outreach and marketing efforts consistent with divisional and organizational marketing strategy.
  • Oversight of the underwriting process ensuring project underwriting complies with the CHFA Community Development Lending Credit Policy and program guidelines.
  • Oversight of the Proposition 123 Equity and Concessionary Debt (excluding Modular Factory Finance) selection and underwriting processes ensuring adherence to program guidelines.
  • Collaborating with the Finance and Legal divisions on deal-specific issues and program-related improvements.
  • Coordinating and facilitating the weekly division loan committee meeting ensuring timely preparation of materials and effective review of loan recommendations in preparation for Loan Committee and Board presentations.
  • Maintaining an awareness of statewide economic market conditions affecting CHFAs community development activities.
  • Solid understanding of laws and regulations to ensure proper compliance and oversight on business processes.
  • Manage departmental resourcesinclusive of talent time and technologyto deliver high performance.
  • Be customer focused and expect high performance from the team proactively identifying areas to adjust.
  • Foster cross-Departmental coordination.
  • Establish and oversee Departmental budget(s) reporting and analysis that supports and informs financial planning and forecasting.
  • Ensure tactical execution and adherence to financial plans and budgeting.
  • Collaborate with other Departments to ensure product and/or program pricing is aligned with business goals.
  • Ensure adherence to financial policies and controls.
  • Lead Departmental and cross-Departmental (as appropriate) Risk Management in alignment with CHFA and Divisional risk appetite and risk tolerance:
    • Ensure business activities align with risk appetite and risk tolerance
    • Establish and maintain policies and procedures.
    • Establish and maintain regular cadence for risk evaluation and
    • strategy development.
    • Identify and elevate emerging risks timely across all risk sectors.
  • Other duties as assigned.

Multifamily Lending/Community Development Lending

  • Working with the State Office of Economic Development and International Trade (OEDIT) on issues related to CHFAs administration of the Proposition 123 Affordable Housing Financing Fund.
  • Reviewing loan programs on an ongoing basis for effectiveness relevance and competitiveness in the marketplace including new product opportunities.
  • Serving as a resource on affordable housing through participation in workshops conferences meetings and one-on-one contacts.
  • Providing regular and ongoing marketing presentations to partners including financial institutions non-profit organizations affordable housing organizations and community leaders.

Must possess:

  • Experience in affordable housing lending real estate and commercial lending
  • Understanding of sound underwriting principles and the ability to assess credit risk.
  • Ability to develop and sustain relationships within the community exercising a high level of professionalism and tactful judgment
  • Ability to communicate both orally and in writing in an effective and diplomatic manner with management Board co-workers and in public forums
  • Strong knowledge of state federal resources including private activity bond tax credits and other financing tools

  • Working knowledge of MS Outlook Word Excel and ability to learn computer systems related to Community Development

experience/education

  • Bachelors Degree in Business Administration Finance Planning or a related field or demonstrated equivalent experience required
  • Successful candidate must possess a minimum of ten (10) years experience in commercial lending with demonstrated experience in affordable housing and economic development
  • The candidate must have demonstrated knowledge in the use of state and federal commercial financing tools and enhancements federal tax credit programs federally insured programs tax-exempt and taxable bond finance structures and commercial loan underwriting

work environment

The incumbent in this position will perform the essential functions of the position with or without assistive devices in a hybrid environment which may require sitting at a desk for long periods. Statewide travel is required with occasional out-of-state and overnight travel. This position requires high levels of interaction and collaboration with others.

hiring range
