The Virginia Department of Motor Vehicles (DMV) is looking to hire a Special Agent in Charge (SAC) equivalent to the rank of Lieutenant over Enforcement in the Western region of the Commonwealth which encompasses the cities/counties of: Alleghany Amelia Amherst Appomattox Bath Bedford Bland Botetourt Bristol Brunswick Buchanan Buckingham Buena Vista Campbell Carroll Charlotte Craig Cumberland Danville Dickenson Floyd Franklin Galax Giles Grayson Halifax Henry Lee Lunenburg Lynchburg Martinsville Mecklenburg Montgomery Norton Nottoway Patrick Pittsylvania Prince Edward Pulaski Radford Roanoke Russell Salem Scott Smyth Tazewell Washington Wise and Wythe.

The BasePoint for this position will be either the Lynchburg or Wytheville Customer Service Center (CSC) and will be assigned upon selection based on the candidates geographical location.

The Special Agent in Charge (SAC) supports DMV administrations responsible for providing services to the public and motor vehicle dealers by providing daily guidance and direction to special agents assigned to investigative operations at the regional level. The position reports directly to the Captain and is an important communications link between the Sergeant/Assistant Special Agents in Charge (Sgt/ASAC) working in the field Senior Special Agents (SSA) Special Agents (SA) and the Captain. This position conducts directs and monitors regional special assignments as directed by the regional commander involving enforcement operations with some investigative elements in support of the agency mission. This position works cooperatively with the Captain to establish performance expectations for agents at the beginning of each performance cycle; and is alerted on issues impacting employee relations. This position monitors the first-line supervisor coaches Sgt/ASACs and SSAs to achieve optimum performance; evaluates agents performance; and encourages career development to help identify future addition to responsibilities as a first-line supervisor this position requires the incumbent to work on special cases assigned by the Captain due to their sensitive or complex nature.

The Virginia Department of Motor Vehicles (DMV) Law Enforcement Division is the first line of defense in protecting the integrity of credentials issued by DMV to the public through the enforcement of laws and regulations specific to motor vehicle titling and driver licensing. The Division takes the lead in investigating driver license and title fraud odometer fraud misuse of dealer plates and temporary tags curb stoning sales and use tax evasion and motor vehicle theft. The division is also responsible for safeguarding Virginias transportation infrastructure through enforcement and compliance of laws pertaining to commercial transportation motor fuels tax and the automobile salvage industry.

Minimum Qualifications

oKnowledge of motor vehicle laws tax laws search and seizure laws criminal procedure laws of arrest and applicable court precedents.
oComprehensive knowledge of best practices for law enforcement operations and managing law enforcement personnel.
oKnowledge of state and federal motor vehicle laws and regulations concerning motor carriers operating in interstate and intrastate commerce and state traffic and criminal law.
oKnowledge of size/weight laws regulations and processes.
oKnowledge of rules of evidence and laws pertaining to search and seizure.
oKnowledge of criminal procedure and laws of arrest.
oKnowledge of investigative principles and techniques.
oKnowledge of procedures for issuing summonses and serving warrants.
oKnowledge of procedures and best practices used in the performance of duties relative to law enforcement.
oKnowledge of business practices commonly used by commercial carriers.
oHigh level of skill in utilizing exceptional officer safety techniques and procedures.
oHigh level of skill in the proper use and application of equipment commonly used in law enforcement to include firearms less lethal force devices (i.e. pepper spray and baton).
oHigh level of skill in safe operation of a motor vehicle under a variety of conditions including emergencies.
oHigh level of skill in use of communications equipment (portable and mobile radios mobile data computers etc.).
oHigh level of skill in the use of personal computers peripheral devices (printers/scanners) wireless telecommunication devices Microsoft Office software and IT systems essential in performing assigned duties (Caliber RMS CSS On Base etc.).
oHigh level of skill in effectively communicating orally and in writing.
oHigh level of skill in writing all types of reports common to law enforcement operations.
oHigh level of skill in the collection and preservation of all types of evidence particularly documentary and electronic.
oHigh level of skill in examining business records common to commercial carriers.
oDemonstrates an expertise in training coaching/mentoring and providing proper daily guidance and direction to sworn personnel; properly evaluating performance of subordinates; correcting performance issues; and correctly applying laws and procedures to everyday situations.
oDemonstrates an expertise in thoroughly investigating complex crimes and civil offenses; exercise sound judgment and make decisions that are consistent with agency policies and procedures.
oDemonstrates an expertise in communicates accurately effectively and professionally both orally and in writing.
oDemonstrates an expertise in reading interpreting and explaining laws procedures and other complex matters.
oDemonstrates an expertise in rendering a credible testimony in a court of law as well as any other forum required by job responsibilities.

MUST possess Virginia DCJS certification as a law enforcement officer. MUST comply with statutorily specified minimum qualifications for law enforcement officers (15.2-1705 Code of Virginia) including a satisfactory criminal history records check background investigation and physical examination; MUST possess a valid drivers license and a driving record that reflects a sense of safety and responsibility; willing to work irregular hours travel overnight and endure personal risks; must reside in the Commonwealth of Virginia and within a 50 mile or 75-minute drive time of assigned BasePoint per agency policy; must be willing to establish residency within 90-days to satisfy policy requirement.
