Description

Under the general direction of theChief Real Estate Officerto plan and implement the development program and strategies of BHP that include acquiring property for land banking or new construction acquiring existing apartment complexes managing complex new development opportunities for the organization and creating partnerships with other organizations for the development of affordable housing. This position will provide technical resources to the Board of Commissioners Executive Director and theChief Real Estate Officerwith respect to zoning Cityregulationsand processesand onlocal and regional housing policy initiatives. This is a position of responsibility and will work independently to source and manage real estate development projects to further the mission of Boulder Housing Partners.

HIRING RANGE AND BENEFITS:

ESSENTIAL JOB FUNCTIONS:

1. Works independently under the general supervision of theChief Real Estate Officertoacquireexisting housing develop new units and redevelop current assets to expand or improve the current affordable housing portfolio consistent with the Strategic Plan which may include the following:

  • Manages and coordinates the designdevelopmentand finance related work of multi-disciplinary teams of consultants during pre-development and construction of affordable housing projects.
  • Analyzes project financial feasibility and evaluates ongoing project financial performance including the development and maintenance of complex multi-phase proformas and budgets. Deal structures may include affordable market-rate or commercial components and rely on both public and private sources so the ability to research and test different financing strategies is key.
  • Prepares tax credit applications.
  • Prepares andsubmitsgrant applications for gap applications to theCity County and State.
  • RepresentsBHP helping to build and strengthen relationships with city officials non-profitclientsand other decision makers.
  • Ability to analyze and test proformas given changing market conditions and constructioncosts. Ability toproblem solveand provide recommendations independently.
  • Provides technicalexpertiseregardingvarious local state and national affordable housing programs including low-income housing tax credits and bond financing. Preparation ofappropriate applicationsfor funding resources.
  • Reviews legal documents including partnership and consultant agreements to ensure key business terms are captured.
  • Reviews architectural and construction documents and provides feedback to design teams and vets plans internally with BHP teams.
  • Reviews pay applications andworkswiththeBHP Finance team on monthly draw requests during active construction projects through close out.
  • Understands construction processes and will walk active job sites during construction tomonitor forsafety and effective to lead punch walks.
  • Continues project management tasks through construction completion and lease-up to include quality-control schedule coordination with our Operations team warranty work and requisition and change order processing.
  • Manages part-and orfull-time as lead ofDevelopmentDepartmentwhen Chief Real Estate Officeroutof office.
  • Designs and implements community outreach and communication plans for current projects.
  • Prepares regular project updates and requests for action to Board of Commissioners City of Boulder Housing Division and Planning Board as needed.
  • Works on renovation work involving tax credit financing for existing BHP properties.
  • Works with all BHP departments to work includes but is not limited to seeking input for new development projects financing and procurement.

REQUIRED QUALIFICATIONS:

Degree in Business Administration Management Planning Architecture or related field and three years progressively responsible experience managing community development or housing projects development and implementation or any equivalent combination of education and experience.

DESIRED QUALIFICATIONS:

Masters degree inUrbanPlanning Real Estate Administration Architecture or related field and five plus years of relevant experience working in real estate development planning architecture communitydevelopmentor construction management. Has closed real estate financial transactions using affordable housing tools including the Low-Income Housing Tax Credit of legal issues and constraints of planning contract and real estate development and financing. Experience with City of Boulders planning approval system and building requirements.

Strong financial and analytical skills including experience with financial leadership and negotiation skills. Experience in a team approach to development and conflict resolution with HUD programs and regulations and statistics/researchmethodologyfor research design and interpersonaloraland written skillsrequired. Ability and willingness to attend evening meetings andworka flexible schedule based on job demands. An acceptable backgroundchecks.

WORKING CONDITIONS:

Physical Demands:
This position works in an office setting and is primarily sedentary requiring the individual to sit for 8 or more hours per day. Work involves frequent use of hands and eyes for computer operation data entry and office equipment; vision to read record and interpret information; and verbal and auditory abilities to communicate with employees vendors and residents. The role may occasionally involve lifting and carrying materials up to 30 pounds walking short distances or standing for brief periods. Mental and cognitive demands include attention to detail accuracy problem-solving meeting deadlines and handling multiple priorities.

Work Environment:
Work is performed at a desk in a clean comfortable andgenerally quietoffice environment with frequent computer use and regular interaction with staff and community partners. Occasional interruptions and deadlines are part of the work.
