Purpose

In collaboration with community partners organizations anddefendants the Court Social Worker Coordinator develops diversion initiativesto reduce recidivism and to improve the quality of life for Milwaukeesresidents and visitors.

Essential Functions

Case Management Oversight

  • Support the development integration and monitoring of the Court Alternative Services (CAS) program goals objectives and outcomes.
  • Facilitate the screening assessment process for all potential program participants. Review CAS program referrals and support the approval/denial process
  • Assess identify and recommend alternative payment options to the Municipal Judges for program participants. Ensure completion of the State of Financial Condition forms.
  • Facilitate the defendant referral process to various services. including mental health Alcohol and Other Drug Abuse (AODA) housing and employability.
  • Serve as the liaison between participants community service sites and service providers to resolve any challenges.
  • Monitor defendant outcomes through ongoing contact coordination with treatment providers and community service engagement tracking.
  • Delegate the defendant workload amongst caseworkers based on operational need. Periodically appear in courtroom proceedings in lieu of caseworkers assigned to particular defendants when needed.
  • Support the Deputy Court Administrator in addressing issues with the case management process.
  • Support the responses to inquiries from various stakeholders regarding the CAS program.
  • Guide best practices and current trends related to social work and community needs; assess the current program and make recommendations for improvement.

Staff Coordination

  • Evaluate staff work performance and provide mentorship for the Court Caseworkers and Office Assistant IV.
  • Provide leadership support and training for CAS staff and support the Deputy Court Administrator in addressing staff personnel issues and in completing performance appraisals.

Community Linkage and Advocacy

  • Attend and/or assign caseworkers to attend program meetings community events and participate in community advocacy initiatives to further the mission of the Court building strategic partnerships and Municipal Court allies.
  • Attend and present at various meetings such as the Community Justice Council (CJC) Finance and Personnel (F&P) and the Judicial and Legislative Committee.
  • Assess the needs of the community and defendants to provide input into the CAS programs future enhancements.
  • Provide periodic updates regarding community advocacy outcomes to Court leadership.

Reporting and Recordkeeping

  • Support the creation and maintenance of a CAS program defendant recordkeeping system.
  • Maintain and update the directory of Municipal Courts service providers and community partners.
  • Track metrics related to program utilization defendant outcomes and success rates.
  • Support responses to open records requests by providing data and detailed feedback as the subject matter expert for the CAS program.
  • Present quarterly reports regarding CAS program participation results to the Chief Court Administrator Deputy Court Administrator and possibly the Municipal Judges.
  • Maintain and update case balancing data for caseworkers.

Conditions of Employment

The Court Social Worker Coordinator must be willing and ableto:

  • Work outside of standard business hours (evenings and weekends) as required by the needs of the department.
  • Travel outside the City of Milwaukee on occasion overnight or weekends for training purposes or toparticipate in meetings as a representative of the City.
  • Pass a Federal Bureau of Investigation (FBI) Criminal Justice Information Services Division (CJIS) background investigation and clearance check and maintain clearance throughout employment.

Minimum Requirements

  1. Bachelors degree in human services or a closely related field from an accredited college or university.
  2. Four years of progressively responsible professional social work experience.
  3. A valid Social Worker Certification or Temporary Social Worker Certification issued by the State of Wisconsin at the time of appointment and throughout employment.

Equivalent combinations of education and experience may alsobe considered.

Technical

  • Knowledge of best practices in the field of social work.
  • Knowledge of contemporary theories of social intervention in the justice system.
  • Ability to understand the judicial system and how it functions.
  • Knowledge of social service agencies and other resources.
  • Proficiency using computer software including word processing data analysis project management and case management information systems.
  • Ability to learn and efficiently utilize Court systems and databases.
  • Ability to use manage and query data within spreadsheet software programs such as Microsoft Excel.
  • Knowledge of data analysis and the ability to conduct research to prepare statistical reports.
  • Ability to read understand and interpret work-related documents such as court documents processes policies and procedures.

Staff Coordination and Mentorship

  • Knowledge of leadership principles and best practices for motivating coaching and counseling employees.
  • Ability to assign and review work set goals and outline duties.
  • Ability to plan and coordinate the work of others.
  • Ability to provide guidance and training and coach team members to success.
  • Ability to foster an environment of inclusion wherein all employees are treated respectfully are valued for their strengths and feel that they can safely express themselves.

Communication and Interpersonal

  • Knowledge of customer service best practices and the ability to effectively integrate them into operational processes.
  • Ability to provide services in a culturally sensitive manner.
  • Verbal communication skills to present information and respond to questions from groups of public officials clients and the general public.
  • Written communication skills to produce clear and concise reports business correspondence and procedural manuals.
  • Ability to manage emotional or difficult client situations.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from ones own.

Current Salary

The current salary range (Pay Range 2JX) is$84176-$95390annuallyand the current resident incentive salary range for City of Milwaukee residentsis$87543-$99206 annually.Appointment above the minimum ispossible based upon level of experience and other qualifications and issubject to approval.
