Job Summary
What you will be doing:
The Strategic Sourcing & Negotiations Manager leads complex front-end sourcing and negotiation activities across assigned product and service categories for our healthcare member network. This role is accountable for competitive bidding events and leverages analytics supplier negotiations and award recommendations that drive measurable value resiliency and compliance for providers.
As the Strategic Sourcing & Negotiations Manager you will:
Lead end-to-end sourcing events for assigned categories from strategy through award recommendation.
Develop and execute sourcing strategies that deliver competitive pricing resilient supply and high clinical and operational value to member organizations.
Serve as the primary negotiator with suppliers driving favorable commercial and non-financial terms in alignment with member needs and GPO strategy.
Oversee sourcing project plans timelines and deliverables to ensure disciplined execution and adherence to internal governance and regulatory standards.
Collaborate with internal stakeholders (e.g. Service Line Legal Finance Clinical/Value Analysis Contract Management) and external stakeholders (suppliers member committees) to align on strategy decisions and outcomes.
Coach and mentor Specialists/Analysts supporting sourcing events and help build best-in-class sourcing methodologies tools and templates.

Responsibility #1 20%
Category and Sourcing Strategy
Develop and maintain a strategic sourcing roadmap for assigned categories incorporating market intelligence supplier landscape cost drivers and risk/resiliency considerations.
Partner with Product Planning/Category Management and Clinical/Value Analysis teams to define category objectives member value propositions and sourcing priorities.
Analyze member purchasing data utilization and spend patterns to identify opportunities for aggregation standardization and innovative contracting approaches.
Recommend sourcing strategies (e.g. multi-source vs. sole-source tiered pricing committed volume regional/national awards) in alignment with member needs and GPO strategy.
Provide thought leadership on emerging trends regulatory changes and competitive dynamics impacting assigned categories.
Responsibility #2 40%
RFP Management and Negotiations
Lead end-to-end sourcing events including event design requirements development supplier invitations evaluation criteria and scoring methodology.
Manage the full bid process: issue RFPs coordinate supplier Q&A and ensure timely receipt of complete and compliant responses.
Perform comprehensive bid analyses including pricing total cost of ownership quality service supply assurance and value-added offerings.
Facilitate internal evaluation committees and member advisory groups to review bids and align on award recommendations.
Serve as the lead negotiator with suppliers driving competitive commercial terms (pricing rebates incentives payment terms logistics etc.) as well as key non-financial terms (service levels supply continuity provisions ESG/resiliency commitments).
Develop and present clear award recommendations including scenario analyses and rationale to internal governance bodies and member stakeholders.
Collaborate with Legal and Contract Management to ensure negotiated business terms are accurately reflected in final contract documents.
Partner with Contract Management for a clean handoff post-award; this role does not oversee ongoing contract administration renewals or lifecycle management activities.

Project Leadership Stakeholder Engagement & Process Excellence
Create and manage detailed sourcing project plans including scope milestones deliverables risks and dependencies across multiple concurrent initiatives.
Monitor progress against timelines proactively identify roadblocks and drive issue resolution to keep projects on track.
Communicate project status risks and decisions clearly to internal leadership cross-functional partners and member stakeholders.
Ensure consistent use of standard sourcing tools templates and methodologies; champion best practices in data-driven decision-making.
Uphold internal governance requirements and regulatory compliance (e.g. fair and transparent bid processes conflict of interest documentation standards).
Lead or support continuous improvement initiatives to streamline sourcing processes enhance automation and improve supplier/member experience.
Provide day-to-day guidance coaching and informal leadership to Specialists/Analysts supporting sourcing activities; contribute to capability-building within the sourcing team.
Foster a collaborative member-focused culture that emphasizes transparency accountability and high performance.
