Description of Work

The North Carolina Department of Adult Correction (DAC) is seeking a seasoned forward-thinking HR leader to serve as the Director of Benefits Time & Leave. This is a high-impact leadership role responsible for setting the vision strategy and operational excellence of DACs Benefits Time and Leave Team. The Director oversees all programs related to employee benefits time and leave administration and separationsensuring services are delivered accurately efficiently and in alignment with the departments mission to support a strong and resilient workforce. Additionally the Director is charged with designing and building targeted programs and initiatives specifically aimed at retaining valued employees and cultivating a positive supportive work environment.

Key Responsibilities Include:
- Provide strategic leadership in planning developing and optimizing DACs benefit time and leave programs.
- Serve as a trusted advisor on complex and precedent-setting HR matters collaborating closely with statewide partners such as OSHR OSC and OSBM.
- Translate statewide HR policies into department-specific programs and create internal policies procedures and SOPs that strengthen compliance and service delivery.
- Monitor emerging HR trends identify operational risks and participate in high-level decision making on critical workforce issues.
- Design organizational structures create and lead project teams and allocate resources to meet program and operational goals.
- Establish meaningful performance metrics and evaluate service delivery for quality efficiency and timeliness.
- Lead develop and support a team of HR professionals through coaching performance management workforce planning recruitment and succession planning.

  • Experience compiling interpreting and analyzing human resources data identifying trends and using insights to inform strategy and decisions.

  • Documented experience developing evaluating interpreting and/or modifying HR policies standard operating procedures (SOPs) and related HR processes.

The Division of Human Resources provides support and strategic direction for personnel operations within the Department of Adult Correction. This includes recruitment compensation classification employee relations policy development benefits and organizational development. HR ensures compliance with state and federal laws and works to enhance employee engagement and workplace culture.
