Job Summary:
We are seeking an experienced Project Manager with a background in Mechanical Civil or Water Engineering to lead the implementation of water transmission and distribution network projects.
The ideal candidate must have successfully managed similar large-scale pipeline infrastructure projects including transmission mains distribution networks pumping stations and associated appurtenances. Proven experience handling donor-funded NGO-sponsored or government water infrastructure projects is mandatory.
The role requires strong technical expertise in pipeline systems construction supervision contract management and stakeholder coordination. The position involves frequent travel within Nigeria for site supervision and engagement with relevant authorities and communities.
Key Responsibilities:
Project Planning & Execution:
Lead the end-to-end implementation of water transmission and distribution network projects.
Develop detailed project plans schedules budgets and procurement strategies.
Coordinate construction of transmission mains distribution lines service connections and related infrastructure.
Ensure projects are delivered on time within scope and within budget.
Technical Oversight (Pipeline & Network Systems):
Oversee design review and execution of pipeline systems (DI HDPE PVC steel pipelines).
Supervise installation of valves hydrants air release valves washouts chambers and pumping systems.
Ensure proper hydraulic performance pressure management and leak prevention.
Monitor testing procedures including hydrostatic testing flushing and commissioning.
Construction Supervision & Quality Control:
Supervise contractors and field teams during excavation pipe laying backfilling and reinstatement works.
Ensure compliance with approved drawings technical specifications and QA/QC standards.
Monitor material quality and installation standards.
Enforce environmental health and safety compliance on site.
Stakeholder & Donor Management:
Serve as primary liaison with government agencies donor organizations consultants contractors and host communities.
Prepare progress reports risk assessments and financial updates.
Coordinate audits inspections and compliance reviews.
Ensure adherence to donor safeguard policies and procurement guidelines.
Risk & Contract Management:
Identify and mitigate construction and operational risks.
Manage contract performance variations and claims.
Address right-of-way community and regulatory challenges effectively.
Requirements
Qualifications & Requirements:
Education & Experience:
BSc/MSc in Civil Engineering Mechanical Engineering or related field.
Minimum of 8 years of progressive experience in water infrastructure projects including substantial experience managing water transmission and distribution network projects.
Demonstrated experience handling donor-funded NGO-sponsored or government projects is mandatory.
Professional Certification (Compulsory):
Registered with COREN (Council for the Regulation of Engineering in Nigeria) Mandatory.
Active member of NSE (Nigerian Society of Engineers) Mandatory.
PMP PRINCE2 or equivalent project management certification is an added advantage.
Technical Competencies:
Strong knowledge of hydraulic principles and pipeline design.
Experience with large-diameter transmission mains and urban/rural distribution systems.
Familiarity with pumping stations and pressure management systems.
Proficiency in project management tools (MS Project Primavera).
Understanding of Nigerian water sector regulations and procurement standards.
Personal Attributes:
Strong leadership and field coordination skills.
Excellent stakeholder and community engagement abilities.
Strong analytical and problem-solving capability.
Results-oriented with the ability to manage multiple work fronts.
Willingness to travel extensively within Nigeria.
Other Requirements:
- Willingness to relocate to project locations in Niger State or Plateau State as required.
