The Office of the Health Insurance Marketplace (OHIM) an office within the Maine Department of Health and Human Services is seeking an experienced mission-driven individual to oversee the strategy delivery compliance and operational performance of the technology platform. This is a senior-level role that combines product leadership with team management vendor oversight and regulatory accountability.
In addition to owning the eligibility and enrollment product vision and roadmap this role will supervise product management staff ensure system compliance with state and federal requirements and hold external vendors accountable for delivering high-quality secure and timely solutions. This position plays a critical role in ensuring the marketplace operates effectively securely and in service of consumers healthcare needs.
Core Responsibilities:
Product Strategy & Leadership:
- Define the scope objectives and timelines for system projects.
- Develop and manage detailed project plans including defining and communicating milestones and identifying dependencies across teams and functions.
- Align product priorities with policy operational and legislative requirements. Balance priorities across short-term needs and long-term technical investments.
- Draft and/or review project-related documentation including change requests business and system requirements change logs and status reports.
- Anticipate business needs consumer behavior and usage volume to ensure that system projects are developed and implemented in ways that proactively avoid potential system issues.
Team Management
- Supervise and mentor Product Manager
- Provide coaching performance management and professional development support.
- Ensure internal and external teams work collaboratively and meet project goals deadlines and business objectives.
- Coordinate User Acceptance Testing (UAT) to ensure teams are prepared and systems meet business requirements before deployment.
- Ensure system plans updates changes and bugs are communicated in a timely manner to impacted teams.
Vendor Management:
- Serve as the primary point of contact for marketplace technology vendors.
- Represent OHIM in meetings and other communications with the vendor.
- Oversee vendor performance ensuring deliverables are met on time within budget and in accordance with contract terms.
- Partner with procurement and legal teams on contract development renewals and amendments.
Compliance Security and Oversight
- Oversee system security practices audits and risk mitigation strategies.
- Coordinate internal and external system related audits including security and privacy.
- Work closely with security compliance and internal information technology teams to maintain audit readiness and documentation.
Minimum Qualifications:
A minimum of ten (10) years combination of formal education in computer science information technology public administration health administration or a related field and/or professional experience in managing or overseeing complex system projects audits or information technology.
Required knowledge and skills include:
- Experience managing vendor relationships and overseeing vendor performance.
- Experience working in collaborative cross-functional environments.
- Strong communication and documentation skills with the ability to translate complexity into clarity.
- Ability to manage multiple projects with competing timelines and priorities.
Preferences will be given to candidates with the following skills or experience:
- Experience with health insurance marketplaces benefits administration or public sector technology.
- Familiarity with Affordable Care Act (ACA) Medicaid/CHIP and CMS regulations.
- Experience working in government technology environments.
