Core Responsibilities:
The Contract Manager for Budgets (CM Social Services Program Manager) is responsible for assisting in the development and implementation of new and revised policies business practices and procedures as it relates to review and processing of subrecipient contract budgets. The position as part of the DCM management team works to improve operations and effectiveness; collaborating with program managers and other division leadership to improve strategies and implement changes; and conducting planning evaluation and staffing functions. The position also oversees contract budget processing for all cost-settled and fee-for-service agreements. Duties involve collaborating with Contract Managers (CM) program management program and fiscal officers internal department auditors and legal resources to ensure that contract paperwork is timely accurate and flowing smoothly through department processes.
When overseeing contract budget processing the goal is to ensure reviews of cost-settled budgets are reviewed timely so that contracts are encumbered prior to their start date. The goal of agreement closeout processing is to ensure the reviews happen timely so as not to lose federal funding because of late closeout reports. The contract manager also provides guidance and answers questions around quarterly financial reports.
Minimum Qualifications:
An eight (8) year combination of education and/or professional experience in procurement-related practices.
The background of well-qualified candidates will demonstrate the following competencies:
- Knowledge of Department grants contracts and purchase of services and cooperative agreements.
- Ability to evaluate program and administrative information in relation to state and federal regulations.
- Experience with contract analysis and settlements.
- Prior experience and/or education which demonstrate proficiency in financial analysis.
- Experience leading a team focused on quality work while providing excellent customer service effectively to both internal and external customers.

The DHHS Division of Contract Management (DCM) provides financial and programmatic accountability for 1500 DHHS contracts and oversees the procurement process for the Department. These positions are located in Augusta.
DCM coordinates the preparation of contracts and RFPs (Request for Proposals) for DHHS and ensures compliance to all State statutes executive orders and rules.
