The City and County of Denver offers competitive pay commensurate with education and experience. Our targeted hiring range for this engineering position is between $93566.00 - $123975.00/annually based on experience and education.

Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed at a city site and/or community several days a this position you can expect to work on-site and other locations at least three days per week at the Wellington E. Webb Municipal Building 201 W. Colfax Ave. Denver CO 80202.

Employees must work within the state of Colorado on their off-site days.

Who We Are & What Youll Do

The Department of Transportation and Infrastructure (DOTI) Transportation Business Unit is seeking a highly qualified and collaborative leader to help lead the team and manage the delivery of DOTIs annual capital transportation project program. This portfolio includes approximately 75 active projects valued at more than $600 million. The Transportation Implementation (TI) team is responsible for delivering a diverse and complex set of design and construction projects. Core functions include project and program management subject matter expertise occasionally supplemented with consultant staff augmentation.

Representative project types overseen by this position include:

  • Active transportation & mobility projects (e.g. bicycle facilities pedestrian facilities ITS & signals transit infrastructure sidewalks etc.)
  • Transportation safety projects (e.g. Vision Zero Neighborhood Transportation Management Plans (NTMP) Safe Routes to School (SRTS) etc.)
  • Large complex transportation projects (Buchtel Multimodal Morrison Rd Improvements Broadway & I-25 Interchange etc.)
  • Americans with Disabilities Act (ADA) programs and regulatory projects
  • Ongoing citywide deferred maintenance projects

The projects the TI team delivers originate from various sources including: Elevate RISE and Vibrant bond programs Denver Moves Bicycles Vision Zero Denver Moves Pedestrians or other planning level TI team also partners closely with other City departments external agencies designers contractors and community stakeholders to implement projects.

To enhance delivery and distribute workload effectively the team is expanding its use of a design through construction management model. Depending on complexity and delivery method projects may be managed by a single project manager from design through construction or may transition between dedicated design and construction project managers. Our ideal candidate will bring experience in both design and construction project phases although experience in both is not a requirement.

Specifically as an Engineer Transportation Implementation you will:

  • Lead the design and construction management of transportation projects including providing project leadership cross-organizational collaboration and project budget management.
  • Work with staff across DOTI and other agencies in a collaborative team environment implementing projects that advance safety and equity for all users. The TI division places a high value on flexibility proactivity and collaboration in our work. And this position will benefit from the TI divisions emphasis on mentorship professional development and career growth support.
  • Create analyze and maintain project schedules and budgets in association with defined scopes of work. Identify and implement innovations to improve project and team performance and efficiency.
  • Review technical design plans and specifications produced by consultant teams.
  • Facilitate the procurement and management of design consultant teams oversee bidding and manage contractors to implement work.
  • Interact with utility companies City agencies/departments and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.
  • Understand and manage the contractual obligations of all parties involved in the agreements for contracts that support the delivery of professional and construction services. Understand alternatives in contracting procurement and project delivery methods.
  • Foster collaborative working partnerships with city regional state and federal agencies community groups industry organizations and the non-profit and private sectors to advance projects. Coordinating with the transportation community using effective communication and strong business relationship building skills.
  • Occasional after-hours work for community meetings special events support and field observations may be required depending on project needs.

Our ideal candidate has some or all the following experience skills and characteristics:

  • Four (4) years experience as an entry-level Engineer with progressive and proven experience in transportation design and/or construction project management driving projects to completion under tight deadlines and budget constraints.
  • Experience designing reviewing designs preparing bid construction documents and managing the transportation infrastructure projects including roadways bridges sidewalks bicycle facilities intersection geometrics pavement markings traffic signs and/or traffic signals.
  • A comprehensive understanding of federal state and City agency policies standards and systems.
  • Ability to solve multi-faceted problems using sound professional judgment creativity and innovation.
  • A passion for improving our community collaborating with others and continuous innovation.
  • Experience and a comfort level with matrix management.

Required Minimum Qualifications

  • Education requirement: Bachelors Degree in Engineering.
  • Experience Requirement: Four (4) years experience as an entry level Engineer.
  • Education/Experience Equivalency: No substitution of experience for education is permitted. Additional appropriate education may be substituted for experience requirements.
  • License/Certifications: Requires a valid Drivers License at the time of application.
    Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Registration in another state will be accepted in lieu of this requirement provided that the applicant has Colorado registration at completion of probation. Licenses and certifications must be kept current as a condition of employment.
