Description of Work

The Digital Foundations Manager provides strategic and operational leadership for the Department of Health and Human Services (DHHS) enterprise platforms enterprise tools and application vulnerability management functions. This role ensures effective governance modernization and optimization of enterprise tools and platforms supporting DHHS application development including Microsoft Power Platform Salesforce ServiceNow.

The position manages technical staff responsible for administration governance roadmap development and application vulnerability scanning and remediation. The manager collaborates extensively with business units the Information Technology Division (ITD) privacy and security teams and other technology partners to ensure enterprise platforms meet organizational needs remain secure and support long term digital transformation.

The Digital Foundations Manager oversees the enterprise platform owners and the vulnerability management team ensuring platforms are strategically aligned secure cost effective and appropriately governed. The role provides leadership in strategy standards development vendor management intake and ideation and cross agency collaboration. The Manager is responsible for resource planning performance management vendor oversight and fostering effective partnerships across DHHS.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $91600.00 - $160299.00

Recruitment Range: $91600.00 - $135394.00

  • Demonstrated experience providing strategic IT leadership for enterprise platforms including defining vision strategy and roadmaps for tools and platforms.

  • Proven expertise in administration governance and life-cycle management of enterprise platforms such as Microsoft Power Platform Salesforce ServiceNow.

  • Hands on experience establishing and maintaining governance standards frameworks and operating procedures for enterprise tools.

  • Proven ability to lead supervise mentor and evaluate technical teams including resource planning performance management and developing an environment that encourages teamwork and models comradery.

  • Demonstrated ability to model positive customer service standards and understands the relationship between customer business and technology solutions

About the NCDHHS Information Technology Division

The IT division (ITD) is one of the divisions that report to the Operational Excellence portfolio. The ITD division comprises four sections: Implementation and Operations Strategy and Workforce Enterprise Technology and Vendor and Finance.
