Job Summary

QUALIFICATIONS:

  • Degree in business finance or accounting and/or certification as a School Business
  • Official through AASBO/CASBO. AASBO/CASBO certification must be completed in the first year of employment
  • Five years successful management experience in a school district business/finance department
  • Experience in budgeting and budget planning including the development of annual budgets forecasting and variance analysis
  • Proficient in the use of the Arkansas eFinance financial software program.
  • Complete and thorough knowledge of the APSCN handbook
  • Proficiency at an advanced level in Microsoft Excel and Google Suite
  • Ability to follow through with all projects with meticulous attention to detail

REPORTS TO: Chief Financial Officer

JOB GOAL: To administer and lead all aspects of the budgeting process and provide training as necessary in all business office processes and procedures to all staff.

PERFORMANCE RESPONSIBILITIES:

  1. Lead the annual budget development process for all district funds.
  2. Develop monthly financial reports and analysis forecasting and trending budget performance and institutional financial positioning for the Superintendent and Finance Committee.
  3. Develop and maintain templates and standard operating procedures related to budget management.
  4. Include budget managers in every aspect of the budget process.
  5. Coordinate budget planning and training with all departments school administration and district leadership.
  6. Use the Personnel Budgeting module in eFinance for salary/benefit budgeting.
  7. Use the Budget preparation module in eFinance for the budget process.
  8. Collaborate with Grants Accounting and Payroll teams to ensure accurate budget alignment.
  9. Work with administrators and the HR department to confirm that all coding is correct for all personnel.
  10. Monitor budget execution throughout the fiscal year.
  11. Perform analysis of budget variances.
  12. Prepare budget amendments as needed.
  13. Present weekly updates to the CFO on budget meetings and report any issues questions or concerns throughout the budget process.
  14. Ensure compliance with federal state and local laws regulations and reporting requirements.
  15. Reconcile budget beginning balances by fund/source of fund including revenue and expenditures and projected ending balances per an Excel spreadsheet to balance with Cycle 1 for presentation to the Board of Education prior to submission to DESE.
  16. Provide training on all business office processes and procedures as needed to appropriate individuals or groups. Provide dates timelines objectives and follow-up.
  17. Utilize APSCN system for financial operations coding revenue expenditures and required reporting.
  18. Liaising with the fiscal team and their systems to ensure financial continuity accuracy and adherence to key processes across schools and departments including clear cost and revenue accounting reporting and compliance.
  19. Work with the Finance/Accounting team to streamline internal financial reporting processes to deliver more efficient effective and useful reports and analyses.
  20. Other duties as assigned.

TERMS OF EMPLOYMENT:

Salary Range: Range 11 Support Staff Daily Salary Schedule ($293.46 - $430.68/day depending on relevant experience)

Length of Contract: 244 contract days

FLSA Status: Exempt

Personnel Status: Classified
