DEPARTMENT OF FORESTRY AND FIRE MANAGEMENTIn partnership with local county state and federal agencies the Arizona Department of Forestry and Fire Management (DFFM) protects Arizonas people by: providing coordination and resource response for the suppression and management of wildland fire; delivering education to aid in wildland fire prevention; providing integrated management strategies technical assistance and information through various Department programs; collaborating in forest restoration projects; and ensuring fire and life safety through permitting plan reviews and building inspections. |

| Job Summary: |
This position is responsible for managing the financial operations and processes of the DFFM Good Neighbor Authority (GNA) Program. This includes performing federal grant agreement and task order financial planning analysis and professional administration at the statewide level for the agency. This position works closely with other program managers (GNA Finance Procurement Operations) to manage the GNA business portfolio. The incumbent leads all aspects of system and procedural development to meet the financial demands of GNA business operations.
| Job Duties: |
- Manage the tracking of agreement and project spending. Track stumpage bond and surety payments and other payments. Manage timber sale financial information and program revenue. Track and monitor federal reimbursements. Assist with Purchase Request development and closeout Purchase Orders.
- Develop financial plans for federal agreements and modifications. Track program accounting and perform reconciliations in coordination with the Finance team. Monitor funding levels and expenditures to ensure compliance and timelines. Perform grant and contract administrative duties.
- Develop and manage the financial tracking system for the GNA Program including agreements grants partner funding and projects.
- Develop narrative financial and statistical program reports.
- Other duties as assigned as related to the position
| Knowledge Skills & Abilities (KSAs): |
Knowledge of:
- State Federal and agency policies procedures program rules regulations and operating procedures relating to payroll and travel.
- Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and the State of Arizona Accounting Manual (SAAM).
- Financial management principles and practices. Office computer applications used in conjunction with State of Arizona applications AZ360 APP and eCivis.
- Microsoft Office and Google Suite.
- Principles and practices of auditing procedures.
Skills in:
- Managing payroll fixed asset billing budget and financial operations.
- Using computers and related software applications.
- Excel and pivot tables.
- Time management.
- Written and verbal communications.
Ability to:
- Build financial tracking systems.
- Learn understand and apply state and federal laws as well as state and agency rules procedures and policies.

| Selective Preference(s): |
- Degree in accounting/finance or related field and 3 years of relevant accounting/finance experience.

- Arizona Drivers License
Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

- Positions in this classification participate in the Arizona State Retirement System (ASRS).
- Participation is a mandatory condition of employment for all employees who meet the eligibility and membership criteria as defined in statute.
- Enrollment eligibility will become effective after 27 weeks of employment.
- The current contribution rate is 12.00%.
