Join Our Public Works Department as a Civil Engineer III Development Review Supervisor

Are you ready to take the next step in your civil engineering career and help shape the future of our growing community at Town of Erie The Town is seeking a Civil Engineer III which is also referred to as a Development Review Supervisor. In this role you will be leading a talented team of development review engineers while playing a key role in critical infrastructure and capital planning and construction efforts.

In this dynamic role youll work under the general supervision of the Town Engineer and operate with substantial independence and professional judgment. Youll review construction plans engineering reports final plats and development agreements ensuring high-quality sustainable development across the Town.

As the Development Review Supervisor youll also provide coaching mentoring and daytoday support to development review engineers helping guide the teams success and growth. Beyond development review youll manage the design and construction of capital improvement projects assist with the annual Town budget process prepare cost estimates and support the 5year Capital Improvement Plan. Youll collaborate with outside agencies oversee consultant contracts and coordinate funding requests including grant Federal and State programs. This position is ideal for someone who wants to make a real lasting impact balancing technical expertise with leadership collaboration and strategic planning. Anticipated Work Schedule:

  • The first few months of this role will be 100% on-site however after three months this position is eligible to work remotely two days a week and required to work in-office three days a week.

Duties and Responsibilities:

Primary

  • Reviews engineering calculations and design. Provides technical and professional engineering support services relative to assigned area of responsibility; provides assistance to construction inspectors in the interpretation of plans and resolution of problems during construction as required including site visits.
  • Independently applies extensive and diverse knowledge of principles and practices in broad areas of assignments and related fields.
  • Modifies or extends accepted theories and practices of civil engineering to complete assignments.
  • Leads tasks and projects of moderately complex scopes.
  • Oversees and reviews developing plans specifications and other project documents.
  • Selects appropriate principles of engineering economics and probability and statistics to analyze risk in a complex civil engineering problem.
  • Oversees reviews of traffic studies traffic control/access plans drainage submittals and engineering reports for developments including water sewer storm water drainage and roadways. Reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town requirements.
  • Interprets applies and enforces the provisions of the Towns engineering design standards adhering to applicable federal state and local codes laws rules regulations specifications standards policies and procedures.
  • Read and interpret maps evaluate proposals for annexation site planning plats subdivision plans landscape plans trail plans grading plans utility plans perform water calculations roadway plans and other land use applications.
  • Reviews agreements legal descriptions easements and ownership deeds and provides input.
  • Recommends governmental measures affecting land use public utilities community facilities and housing and transportation to control and guide community development and Urban Renewal.
  • Oversees and reviews cost estimates for public projects and Developer funded projects.
  • Manages the design and construction of Capital Improvement Projects; prepares contract documents and cost estimates for CIP and development reimbursement.
  • Ability to serve as project engineer and/or inspector on construction projects such as storm drainage systems water and sewer utilities and streets.
  • Ensures projects are in compliance with the Towns State MS4 Stormwater Permit.

Administrative/Miscellaneous

  • Keeps informed of updates to standards regulations and best practices.
  • Analyzes complex civil engineering projects to determine design requirements uncertainties and constraints.
  • Acknowledges and applies concepts of sustainability to civil engineering projects.
  • Receives supervision and guidance relating to overall objectives critical issues new concepts and policy matters.
  • Receives direction on unusual conditions and developments.
  • Provides mentored experience to direct reports and other engineers.
  • Receives administrative supervision with assignments given in terms of broad general objectives and limits.
  • Integrates professional attitudes relevant to the practice of civil engineering and fosters creativity curiosity flexibility and dependability in staff
  • Possesses advanced oral and written communication skills including interpretation of complex technical and contractual language.
  • Considers the needs of diverse project stakeholders.
  • Leads project meetings and represents the organization in communications pertaining to broad aspects of engineering assignments.
  • Analyzes and selects principles of formal communication effective teamwork and various pathways to developing leadership.
  • Oversees and reviews reports review comments completes correspondence capable of delivering comprehensive presentation of technical information to senior management Town Council Town Commissions and the public.
  • Prepares engineering standards and specifications for the Town and makes recommendations to supervisor.
  • Issues and oversees the public improvement permits and may assist with floodplain permit reviews.
  • Responds to questions from residents or developers either in person or over the telephone. Provide technical support to other staff members contractors developers and the public. Research files and/or maps for walk-in residents and developers. Issues improvement permits.
  • Works closely with the planning group and all other departments.
  • The incumbent may be assigned to supervise other employees or may manage programs within the Engineering Division.
  • The incumbent may supervise lower-level technical and engineering personnel as assigned to include instruction training and daily direction.
  • Performs related work as required and assigned.


Qualifications

Minimum Qualifications

  • Bachelors degree from a four-year college or university with major course work in civil engineering or closely related field.
  • Minimum six years of progressively responsible experience in civil engineering relating to construction development drainage utilities or transportation engineering work.
  • Knowledge of state and local industry standards.

A combination of education and experience may be considered.

Certificates/Licenses/Registrations

  • Professional Engineer License (P.E.) through Colorado State Board through reciprocity within one year.

Desired Qualifications

  • Masters degree or equivalent.

  • Group lead supervisor or management experience.

  • 10 years of civil engineering experience.

  • Development review or project Management experience in local government or municipality.

  • Member of professional practice organization.

  • Chair of local program or committee
  • Demonstrated experience using computer software packages including ArcGIS Sequel database AutoCAD Civil 3D advanced Excel Word Outlook and hydraulic modeling programs.

  • Experience with project management principles finance permitting and project development including alternative project delivery models with contractor involvement.

  • Experience with construction contract management including but not limited to contractual documents RFIs submittal processes schedule of values and change orders.

  • Strong communication skills with the ability to interact positively with a wide variety of people and stakeholders.


    Job Expectations:

    • Must be able to operate a motor vehicle safely to various Town facilities and at times other locations to perform the duties of the position. A motor vehicle record will be pulled through the background check.
    • Requirement of being in-office a minimum of 3 days a week dependent on business needs.

    Communicating effectively orally and in writing with developers contractors consultants property owners town staff and the general public; ability to respond to common inquiries or complaints from customers regulatory agencies and members of the business community; research prepare and analyze technical reports and data including the ability to collect data establish facts and draw valid conclusions; ability to establish effective working relationships with developers contractors consultants other employees and other public and private agencies; perform civil engineering calculations related to utility and roadway sizing and alignment; read analyze and interpret common scientific technical and legal journals and documents; interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
