Job Summary
Hours:Full time or part time (minimum 0.6 FTE / 22.2 hours over 3 days a week)
Purpose of the post
The Compliance and Inquiry Team sits within the Operational Delivery Directorate of the IMA. The team leads engagement with UK Government devolved administrations and public authorities to ensure the delivery of commitments to citizens rights under the agreements. Ensuring rights are upheld or influencing change to protect rights is key and the team is responsible for conducting inquiries when necessary.
The Senior Compliance and Inquiry Manager role will be responsible for managing compliance cases conducting inquiries producing reports and making recommendations on a complex challenging and wide-ranging area of citizens rights.
The work will involve direct engagement with UK Government and public authorities regarding the application of citizens rights under the EU Withdrawal Agreement and EEA-EFTA Separation Agreement. This is a unique opportunity to influence and shape the way citizens rights are protected in our national social and economic landscape.
The post-holder will lead on engagement collaboration and inquiries whilst supporting the wider team to deliver high quality outcomes on behalf of affected citizens.
Delivery of results through collaboration with others and effective negotiation is key. The post holders will maintain effective internal and external partnerships and relationships and influence others when divergent and conflicting views occur. The ability to optimally manage senior stakeholders and drive timely and accurate decision-making is key to the success of the role.
Responsibilities
The successful candidate will be required to carry out the following responsibilities activities and duties:
- Manage and conduct compliance engagement with government departments and public authorities into potential issues affecting the delivery of citizens rights informed by complaints and/or intelligence received by the IMA as potentially identifying breaches of citizens rights.
- Manage and conduct formal inquiries to decide whether government departments or public authorities have acted in a way or are proposing to act in a way that prevents a person from exercising relevant rights including when requested by the Secretary of State where reasonable.
- Identifying key information and material relevant to the IMA from a range of sources including published material information from public authorities citizens or interest groups or conducting surveys;
- Having a strong understanding of the citizens rights and who falls within scope of the agreements to support IMA decision making.
- Producing evidence based reports with clearly documented findings and rationale and supporting recommendations in relation to the UK Governments and public authorities delivery of citizens rights;
- Working closely with the Lead Inquiry Managers and the wider Compliance and Inquiry team as well as other teams within the Operational and Legal directorates to assess the response of public authorities and advising and reporting to IMA decision makers on compliance with engagement activity or inquiry recommendations;
- Influence and demonstrate subject matter expertise to assist the work of staff across the IMA who are tasked with supporting the above working across IMA directorates to deliver positive outcomes on behalf of citizens.
- Line management responsibility where appropriate.
