Annually DHCD finances approximately 4000 units of multifamily rental housing in 40 properties amounting to $650 million in construction and permanent financing. This position serves as a Program Administrator for the Eastern Shore Regional Office in Cambridge MD. The Rental and Community Services Administrator is responsible for the general administration management and oversight of a range of rental assistance programs including the Housing Choice Voucher Program (HCV) StatewideVoucher Program and Community Engagement activities on the Eastern Shore. Under the general supervision of the CommunityDevelopment Administration the Administrator is responsiblefor supporting theadministrations mission by ensuring the Eastern Shore Regional Office programs comply with Federal/State/Local Regulations.

This position offers a salary range of $97972 - $118376/year with potential for advancement up to $152528 based on qualifications equity and hiring guidelines. Initial salary offers are determined by qualifications experience and available budget and typically do not exceed $118376/year.

POSITION DUTIES
This position oversees a range of community relations marketing and communications activities as well as ongoing program development administration management and budgeting for the Maryland Department of Housing and Community Development (DHCD) Community Engagement Center (CEC) in Cambridge Maryland. The Administrator will be the key on-site member of the Maryland DHCD team.
The position furthers the Departments mission by assuring that the expansion of affordable housing opportunities for lower income citizens is maintained for the long term with the use of rental addition network with public and social service agencies to coordinate services offered to households to promote self-sufficiency. The applicant should be very knowledgeable in determinations of income eligibility contract executions HUD secure systems and the HUD regulations governing the Housing Choice Voucher Program. The applicant should be able to effectively communicate with tenants landlords and program staff both orally and in writing.
MINIMUM QUALIFICATIONS
Education:A Bachelors degree in Finance Business Administration Public Policy Public Administration Social Work Economics Accounting or a related field from an accredited college or university.
Experience: At least Seven years of experience administeringgovernment funded rental assistance programs professional financial/riskanalysis experience such as managing government programs data analystsexamining and or analyzing financial statements budgets grant programs andreports (as applicable); and a minimum of three (3) years of supervisoryexperience.

1. A masters degreein Finance Business Administration Public Policy Public Administration Social work Economics Accounting or a related field from an accreditedcollege or university may be substituted for two years of the requiredexperience.
2. Candidates maysubstitute direct experience administering the Federal Housing Choice VoucherProgram under Section 8 of the United States Housing Act of 1937 (42 U.S.C. 1437f) on a year-for-year basis for the required education.
3. Candidates maysubstitute U.S. Armed Forces military service experience as a commissionedofficer in the Accounting or Loan Officer Classifications or as a commissionedofficer in business and industry classification or business and industryspecialty codes in the housing management field of work on a year-for-yearbasis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
- Experience in affordable housing including experience with HUD rental assistance programs particularly the Housing Choice Voucher Program.
- Experience managing evaluating or auditing rental assistance programs.
- Experience coordinating community engagement/outreach.
- Experience and or knowledge of commercial state or federal programs and tools related to rental assistance or housing finance.
- Experience and/or knowledge of local state and federal policies and issues affecting affordable rental housing.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
