Chief Plan Examiner, Sidewalk Shed and Construction Progress Monitoring

Job Summary
Under direction of the Assistant Commissioner (AC) of Engineering Services with broad scope for the exercise of independent initiative and judgment the Chief Plan Examiner will oversee an Assistant Chief Plan Examiner (ACPE) and plan examiners for the Sidewalk Shed and Construction Progress Monitoring Unit (SSCPMU). SSCPMU is tasked with auditing a percentage of the reports that come in with the sidewalk shed permit renewals and reviewing extension requests for deadlines related to sidewalk sheds in place for Local Law 11/Façade Inspection & Safety Program (FISP) buildings. They will perform responsible detail-oriented work in the analysis and review of building structures building facades sidewalk sheds and the examination of plans and construction documents for the repair of buildings under the jurisdiction of the Department of Buildings and will perform work related to the following responsibilities:
-Manage the technical staff within the Sidewalk Shed and Construction Progress Monitoring unit.
-Oversee the ACPE and any plan examiners directly assigned.
-Train newly hired plan examiners.
-Assist the ACPE and plan examiners with the interpretation of applicable laws.
-Meet with owners Architects or Engineer of Record and permitted licensed General Contractors to review project status and review compliance with building codes laws rules bulletins and enforcement initiatives for application approvals.
-Review inspected jobs and assign jobs to plan examiners.
-Review FISP compliance reports and other local law related filings and documents in DOB NOW Safety as needed for audit reviews.
-Assess proposed LL 51 extension requests and recommend changes to proposed extension time frames.
-In conjunction with the AC and Executive Engineer of Engineering Services evaluate civil penalty waiver requests.
-Resolve disputes between plan examiners and applicants.
-Audit complex projects as required.
-Reviewing and responding to applicants appeals to objections.
-Supervise and monitor the Units attendance and productivity for the plan examination staff.
-Review and approve ACPE and plan examiners timesheets.
-Evaluate performance of ACPE and plan examiners.
-Provide monthly reports on unit productivity.
-Maintain service level and backlog as set by the Assistant Commissioner.
-Spot check plan examiner objection sheets for Quality Control.
-Assist the AC in responding to the Commissioners correspondence and the preparation of presentations.
-Issue DOB violations OATH summons and commissioners orders to owners and professionals.
-Assist Special Enforcement attorneys in disciplinary proceedings against irresponsible licensed professionals.
-Provide interpretations of the NYC Construction Codes and other applicable laws rules regulations including historic codes.
-On occasion represent the Department as expert and fact witness on technical and policy related matters in various legal proceedings court proceedings depositions and ECB court.
-Support Engineering Services division cross training incident response special assignments and project management.
-Assist with data analysis and determining trends as it relates to sidewalk sheds and buildings under façade repair.
-Respond to field emergencies 24 hours a day 7 days a week as required.
-Provide technical advice to senior management and public entities.
-Additional duties and projects as needed.
CIVIL SERVICE STATUS
Only permanent Administrative Architect applicants who are reachable on the Administrative Architect open competitive list and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
REMOTE WORK:
This position may be eligible for remote work up to 2 days per week pursuant to the Remote Work Pilot Program.

ADMIN ARCHITECT (NON MGRL) MA
Qualifications :
A valid New York State Registration as an Architect is addition candidates must have six ( 6 ) years of full-time paid experience in architectural work at least two (2) years of which shall have been as an administrative architect.
