Job Summary

POSITION SUMMARY

Reporting to the Manager Port Security & Operations the Gateway Operator is responsible for the daily monitoring reporting coordination and overall operation of the Prince Rupert Gateway. The Gateway Operator is primarily responsible for security road rail and marine operational duties with support and guidance from the Supervisor Port Security and other gateway operations leadership. The Gateway Operator is responsible for various administrative tasks including but not limited to permit approvals declarations of security operational reports and management of the harbour schedule. The Gateway Operator plays a key role in emergency response supporting effective monitoring reporting and coordination of response activities.

POSITION ACCOUNTABILITIES

  • Maintainsawareness of all marine activity via radar AISCCTVcamerasandother online resources.
  • Ensures that procedures fortransporting and storingdangerous goods and explosives withinport limits aremaintainedand monitorscompliance with such procedures.
  • Ensurescontinuous monitoring of vessel movements within the Port includingassigningberths and anchorages.
  • Assistsin the smooth & efficientmovementof all vessels calling on the Port by working closely with shipping agentsfederalagenciesand localpartners.
  • Approvesall gateway operations permitssuch as dangerous goods diving hot worketc.
  • Monitors andmaintainsaccess control and security through the gateway via PRPA security systems and related hardware.
  • Monitors VHFtraffic andworks closely with MarineCommunications &TrafficServicesfortimelyresponse tomarine-relatedemergencies.
  • Responsible for all daily reports incidentreportingand communicationtogatewayoperationsmanagement.
  • Prepare and deliver a comprehensive turnover report capturing all relevant operational details incidents vessel movements equipment status and issues requiring follow-up.
  • Administration ofoperationaldashboards tables graphsanalyticsand other reports to stakeholders and partners.
  • Ensures overall complianceofmarinestakeholderswith PRPAs Port Information Guide.
  • Monitorsand coordinateslandside operations including road rail and terminalstoensure the safe and efficient movement ofgoods through the gateway.
  • Responsible forinitiatingtheIncident CommandSystemfor safety emergency marine andsecurity-relatedincidents.
  • Administration ofKleinPort Information Management softwareAvigilonControl Management (ACM)andAvigilon Control Centre (ACC) cameras and card accesssoftware.
  • AssistsinmanagingSecuriguardcontractor personnelday-to-dayoperations cruise shipoperationsand extra training and support whenrequired.
  • Responsible for deploying PRPA operational equipment including but not limited to surveillance dronesanduncrewed surface vessels.
  • Supports marine and community events representing PRPA as an ambassador with external stakeholders.
  • Performs other duties and projects as directed or assigned.

WORKING CONDITIONS

  • Worksmainly inan office environmentwith occasional in-field on both marine and land-based assignments. This position may be the first responder to any safety or security incidents affecting port operations.
  • Regular full-time position (averaged40 hoursper week).
  • Shift work rotation. One week on one week shifts during rotation.
  • Standard work hours are6:00AM to 6:00 PMor 6:00PMto 6: times may vary to meet operational needs.
  • Modified schedule fortraining asrequired.

  • Canadian Rail Operating Regulation (CROR) is considered an asset.

  • Associate Protection Professional Certification is considered an asset.
  • Post-SecondaryEducationisconsidered an asset.

                                Related Experience

                                • 2 to 5 years of operationalsecurity orcustomer service-related experience. Dispatchadministration or marineexperienceisalso considered an asset.

                                Other Requirements

                                • Good spoken and written communication to communicate with and provide customer service to a variety of internal and external partners.
                                • Stronganalytical problemsolvingand organizational skills.
                                • Good judgment and tact in dealing with sensitive issues and confidential information.
                                • Goodrelationship-buildingskills. Able toestablishand maintain effective workingrelationshipswith alllevelsof employees.
                                • Enthusiastic and self-motivated. Works well individually as well as in a team environment.
                                • Able to remain calm and make sound decisions during highâpressure time-sensitive or emergency situations.
                                • Proficient in MS Office especially Microsoft Outlook& Excel.

                                • Possess a validClass 5or equivalentdriverslicenseandwilling to provideadriversabstract.
                                • Able to obtain a valid Marine Medical Certificate from Transport Canada.
                                • Physically fit and able toworkandmaintainfocusfor extended periodsof time.
                                • Able toobtain asecurity clearance under TransportCanadas SecurityClearanceProgram.

                                The base salary range for this role is $82869.00- $103587.00. This position is eligible for a performance-based variable incentive targeted at 10% of the base salary.
