The project focuses on assessing current capabilities identifying gaps and evaluating solution options to improve efficiency and performance. The team will develop a Business Case Analysis and implementation roadmap aligned with HHS governance and investment processes. This is a high-visibility effort supporting mission-critical operations within HHS.Job Summary:We are seeking a Business Systems Analyst to support a federal Analysis of Alternatives (AoA) effort focused on modernizing a mission-critical case management system. This role will lead requirements gathering stakeholder engagement and development of key deliverables such as the Requirements Traceability Matrix (RTM) and Initial Capabilities Document (ICD). The analyst will work closely with technical and business stakeholders to identify gaps define needs and support evaluation of solution options. This is a hands-on role with direct impact on shaping future-state capabilities and recommendations.Responsibilities:- Lead stakeholder interviews workshops and requirements gathering activities
- Document business and functional requirements in a clear and structured manner
- Develop and maintain the Requirements Traceability Matrix (RTM)
- Support development of the Initial Capabilities Document (ICD) and gap analysis
- Analyze current processes workflows and system usage to identify improvement opportunities
- Collaborate with technical team members to align business needs with solution options
- Support evaluation of alternatives by defining requirements and success criteria
- Contribute to and review key deliverables (RTM ICD AoA Report BCA Implementation Roadmap)
- Ensure traceability between requirements gaps and recommended solutions
- Participate in stakeholder discussions and help communicate findings and recommendations
Required Experience:- 58 years of experience in business analysis systems analysis or requirements development
- Experience leading stakeholder interviews and requirements gathering sessions
- Strong experience documenting requirements (functional business and process)
- Experience developing artifacts such as RTMs gap analyses or similar documentation
- Experience supporting IT modernization system assessments or analysis efforts
- Experience working on federal programs (HHS experience preferred)
- Strong analytical and problem-solving skills
- Ability to translate business needs into clear actionable requirements
- Strong communication skills and ability to work with both business and technical teams
Preferred Experience:- Familiarity with HHS EPLC CPIC or federal capital planning processes
- Experience with case management or workflow-driven systems
- Knowledge of federal security frameworks (FISMA NIST)
- Prior experience supporting AoA or Business Case Analysis efforts
Education & Training:- Bachelors degree in Business Information Technology or a related field
- Relevant certifications preferred (e.g. CBAP PMI-PBA or similar)
- Equivalent experience may be considered in lieu of a degree
Work Authorization Clearance Requirement & Additional Information:- This position requires the ability to obtain and maintain a U.S. government Public Trust clearance. Due to contract requirements candidates must be U.S. citizens or lawful permanent residents (green card holders) to be eligible.

Salary Range:- $130000-$180000
