Job Summary
We are seeking an experienced Procurement Specialist (Non-IT) to support end-to-end sourcing activities including the development of solicitation documents vendor evaluation and contract finalization. The ideal candidate will have strong experience in public sector procurement processes and the ability to translate business and technical requirements into effective RFX documents.
Key Responsibilities
Solicitation Document Preparation
Support development of procurement strategies aligned with project goals
Analyze and refine business and technical requirements
Prepare RFPs RFQs RFIs and related solicitation documents
Identify subprojects requiring separate procurement activities
Assist in responding to vendor inquiries and clarifications
Evaluation & Vendor Management
Develop evaluation frameworks scoring methodologies and selection criteria
Review vendor proposals for compliance accuracy and completeness
Prepare documentation in line with procurement policies and standards
Coordinate bidder conferences and vendor presentations
Support debriefing activities for unsuccessful vendors
Post-Procurement Activities
Assist in contract finalization and execution
Conduct post-procurement reviews and vendor performance evaluations
Prepare evaluation reports and procurement recommendations
Maintain accurate procurement and contract documentation
Systems & Administrative Support
Manage contract workspaces purchase requisitions and catalogs in procurement systems (e.g. Ariba/1GX)
Maintain audit-compliant records in internal systems and SharePoint
Ensure timely updates and proper documentation of procurement files
Required Qualifications
Post-secondary education in Supply Chain Procurement Business or related field (minimum 2-year diploma or equivalent)
Minimum 4 years of relevant procurement experience
Hands-on experience managing end-to-end RFX processes (RFP RFQ RFI NFRP) including evaluation and contract execution
Strong organizational and documentation management skills
Experience mentoring or training junior team members
Proficiency with Microsoft Office Suite
Preferred Qualifications
SCMP (Supply Chain Management Professional) or equivalent certification
Knowledge of procurement regulations trade agreements and public sector compliance frameworks
Experience with contract management and vendor negotiations
Ability to provide procurement guidance to stakeholders and leadership teams
Experience in cost-benefit and data-driven analysis
Key Skills
Strong analytical and problem-solving abilities
Excellent communication and stakeholder management skills
Detail-oriented with a focus on compliance and accuracy
Ability to manage multiple procurement activities simultaneously
