About the role:

We are looking for an experienced and motivated Senior Traffic & Parking Engineer to join our Highways team and play a key role in shaping how people move around the borough. This is an opportunity to lead on the development and delivery of traffic and parking policies and engineering schemes that directly improve safety accessibility and the quality of our streets.

In this role you will take the lead in identifying developing and reviewing traffic and parking policies ensuring that all work is delivered in line with best practice legislative requirements and the Councils internal procedures. You will be part of a service that is committed to delivering high-quality customer-focused outcomes while supporting wider corporate priorities and transport strategies.

You will act as a subject matter expert providing professional advice on traffic and parking matters to colleagues across the Council elected Members and external stakeholders. This will include working closely with organisations such as Transport for London London Councils developers and other partners to help shape and deliver effective and integrated transport solutions.

A key part of the role involves engaging with the community. You will represent the Council at public meetings and consultations working with residents businesses schools and community groups to ensure that proposals are clearly communicated and where possible supported. You will also be responsible for handling enquiries and complaints ensuring responses are clear timely and resolved effectively.

You will oversee the development and delivery of a wide range of traffic and parking schemes from initial feasibility through to implementation. This includes preparing designs drawings and cost estimates managing budgets and monitoring expenditure to ensure projects are delivered efficiently. The schemes you work on may include traffic calming measures controlled parking zones cycling improvements vehicle activated signs and wider public realm initiatives.

The role also includes responsibility for designing and implementing traffic management arrangements to support construction works as well as progressing Traffic Management Orders where required. You will coordinate with statutory undertakers and emergency services including issuing notices under the New Roads and Street Works Act ensuring a joined-up and safe approach to works on the highway.

Alongside your technical responsibilities you will manage a small team providing leadership setting clear objectives and supporting their development through regular supervision and appraisal. You will also be responsible for preparing reports and presenting findings at committees public inquiries and stakeholder meetings ensuring that recommendations are evidence-based and clearly communicated.

About You
You will bring strong technical knowledge of traffic management parking policy and road safety alongside a solid understanding of the relevant legislation statutory processes and best practice guidance. You will be confident in providing professional advice and in communicating complex issues in a clear and accessible way to a wide range of audiences.

We are looking for someone with proven experience in developing policies designing and delivering traffic and parking schemes and managing competing priorities within a busy service environment. You should also have experience of preparing reports and presenting to elected Members or stakeholders as well as supervising or managing staff.

You will be comfortable using a range of IT systems and engineering software including AutoCAD and will have strong organisational skills with the ability to manage budgets and programmes effectively. A relevant qualification in civil engineering transport planning or a related discipline is expected or equivalent experience.

You will also need to hold a full UK driving licence and be able to undertake site visits as part of the role. A commitment to equality diversity and inclusion is essential and the ability to speak a community language commonly used in Waltham Forest would be an advantage.
