This opportunity resides with All-Domain Operations (ADO) a business group within HIIs Mission Technologies division. All-Domain Operations comprises multi-domain operations platforms and logistics and intelligence operations.

Job Description
HII - Mission Technologiesis seeking a full-timeOn-Site Operations Leadfor the Division of Strategic Information (DSI) in the U.S. Department of Health and Human Services Centers for Medicare and Medicaid Services (CMS) effort under HIIs Decisive Mission Actions and Technology Services (DMATS) task order. This individual will work full-time on-site in Woodlawn Maryland and may travel up to 10%. This CMS effort provides technology development threat analysis operations integration training support data analytics support and technology transition assistance and consists of four lines of effort: Insider Threat (InTh) Supply Chain Risk Management (SCRM) Committee on Foreign Investment in the United States (CFIUS) and Defensive Counterintelligence (DCI) technology capabilities. The Ops Lead will be HIIs key representative to DSI Leadership overseeing the delivery of all roles and responsibilities at the highest performance level.
Essential Job Responsibilities
- Provide on-site leadership across all four lines of effort and report to the Project Manager (TDL Lead)
- Provide management and oversight of all activities and serves as the primary customer interface at the site
- Responsible for managing and overseeing the activities of all contractor personnel. Provide direction administration and lead execution of the overall effort.
- Oversee the implementation of a training and awareness plan consistent with industry best practices across the CMS portfolio for InTh SCRM CFIUS and DCI programs
- Provide and manage expert support in the tactical execution of the four lines of effort across the 7 tasks
- Oversee the development of a marketing and branding strategy to develop deliver and maintain outreach and a marketing strategy for the CMS InTh SCRM CFIUS and DCI programs
- Monitor the progress of the outreach and awareness program efforts through polling surveys tailored outreach and employee engagement
- Support CMS InTh SCRM and DCI workshops and conferences in-person at CMS headquarters
- Collaborate with technical personnel on defining the most effective methods to conduct risk assessments on free open-source software (FOSS) software code open-source software applications commercial-off-the-shelf (COTS) software and government-off-the-self (GOTS) software
- Oversee defensive counterintelligence threat analysis to maintain situational awareness of the threat and cyber threat intelligence information
- Oversee Insider Threat analysis to ensure CMS leadership maintains situational awareness of threats and cyber threat intelligence information
- Oversee the assessment supply chain risks and provide all-source analysis and reports of vendors to aid the decision-making process and acceptable risk boundaries
- Oversee efforts to expand current InTh SCRM CFIUS and DCI threat analysis capability and related processes. The contractor shall maintain and expand the current InTh SCRM CFIUS and DCI guidance
- Oversee the CMS capability maturity model for InTh CFIUS and DCI. Maintain and expand the current CMS SCRM capability maturity model; with an emphasis on C-SCRM
- Oversee the maintenance of a web/confluence page technical library and process information site on a CMS-provided share drive for CFIUS SCRM InTh and DCI
- Review and be the primary interface for HII TDL Lead and CMS
Minimum Qualifications
- 15 years of relevant experience with a bachelors in related field; 13 years of relevant experience with a masters in related field; 10 years of relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years of relevant experience
- 10 years of senior level leadership managing large organizations
- Seasoned leader managing teams of people with demonstrated ability to develop and implement innovative solutions
- Ability to analyze threat data and present solutions to complex problems
- Active TS/SCI clearance with the US DOD
- Experience managing a team
- Ops Lead will be managing 4 Teams and have 30 personnel under their purview
- The hardest and most time-consuming part of the jobs is managing multiple teams and people
- Personnel problem solving
- Experience working directly with senior leadership
- Our main government POC is the GS-15 Director and GS-14 Deputy
- This will eventually change to supporting a SES and multiple GS-15s
- Intelligence background knows policy preferably supporting HHS or NSA or Branch Intelligence
- Be able to learn quick and handle high pressure scenarios
- Very fast-paced environment
- The customer understands there is a learning curve but gives a short runway to get spun up
Preferred Requirements
- Prior senior military or civilian leadership
- Mastery of Microsoft Suite products
- Familiarity with AI tools and products
- CMS experience
- Counterintelligence Insider Threat or Supply Chain Risk Management experience
