Title: Senior Product Owner & IT Portfolio Manager

Location: Hybrid - Des Moines IA

Duration: Contract Full-Time 7-Month Contract

Job Description: We are seeking an experienced Product Owner and Portfolio Manager to lead the full lifecycle management of IT products and enterprise applications. This IT portfolio manager / agile product owner role partners directly with executive leadership business SMEs cross-functional teams and external vendors to deliver technology solutions aligned with strategic objectives.

Roles & Responsibilities:

• Manage a portfolio of IT products and applications across all lifecycle stages ensuring delivery quality budget adherence and strategic alignment
• Own and maintain product backlogs and roadmaps driving prioritization in collaboration with business stakeholders and Executive Technology Officers
• Lead cross-functional fusion teams spanning IT business units and third-party vendors to ensure on-time on-budget delivery
• Facilitate agile ceremonies including sprint planning sprint reviews and user story development; present outputs to senior leadership
• Oversee product IT financials - budget planning monitoring and executive reporting on status risks and roadmap progress
• Define and track performance metrics; ensure products comply with state federal and IT governance requirements
• Manage vendor relationships and SLA adherence; resolve interoperability issues and oversee service provider performance

• 5 years producing high-quality documentation (plans user stories process maps presentations)
• 5 years communicating across technical and business stakeholders up to leadership level
• 3 years guiding agile software development (user stories sprint planning backlog management)
• 3 years IT vendor management
• 2 years product ownership and portfolio management
