Chief Operations Officer/Head of Surgical Operations
Salary:
Appointment will be made on the Grade VIII salary scale
(83 081 - 100205) at a point in line with Government pay policy.

Position Summary:
The Business Manager is an integral member of the Directorate Management Team providing strategic leadership to ensure the operational management and service delivery of Slaintecare targets and local KPIs are met. The post holder works and reports to the Chief Operations Officer (COO)/Head of Surgical operations and will work in collaboration with the Clinical Director in CC&A the Directorate Nurse Manager and the Theatre Assistant Director of Nursing (ADON). The role is pivotal in optimising CC&A capacity in Beaumont Hospital St Josephs hospital in Raheny and offsite Surgical Hub. The post holder will work closely with the surgical Transplant Urology & Nephrology and Neurosciences business managers driving efficiency productivity and innovation in care delivery. The successful candidate will also develop strong partnerships with external stakeholders including HSE Acute Hospitals NTPF and regional health networks.
Responsibilities
Operational Management
Responsible for the efficient day-to-day running of the Clinical Directorate matching resources with flexibility to respond to workload.
Develop and deliver operational plans linked to the hospital strategy and ensure national targets are met.
Manage all non-medical and non-nursing staff within the Directorate.
Coordinate an annual review of equipment requirements and manage infrastructural developments.
Drive service redesign projects to support six day and extended hour service delivery.
Service Planning and Strategic Development
Coordinate review and plan services to meet service agreement requirements stipulated by the Hospital Executive.
Lead the development of business cases for service improvements innovation or income generation initiatives.
Implement proven business management technologies to strengthen performance and enhance the Directorates reputation.
Co-ordinate scheduled care across Surgical TUN and Neurosciences directorates
Manage waitlist targets within the directorate
Oversee the utilisation of the National perioperative patient pathway enhancement programme (NPPPEP) in Beaumont and St Josephs hospital.
Liase with the surgical hub manager to optimise service delivery.
Performance and Financial Management
Act as the budget manager for the Directorate monitoring activity income and expenditure in coordination with the Director of Finance.
Develop and track Key Performance Indicators (KPIs) to support hospital and national targets.
Ensure the highest quality of data regarding all Directorate activity to support informed decision-making.
Support the Clinical Director in monitoring Consultant activity and compliance with contract requirements.
HR Management and Organisational Development
Maximize staff contribution through performance appraisal systems personal development and continued skill-mix reviews.
Manage sickness and absence in accordance with hospital policy.
Ensure effective recruitment retention and local induction strategies are in place.
Ensure mandatory training of staff is up to date.
Ensure staff are appropriately trained and supported for administrative duties and adhere to hospital policies procedures protocols and guidelines.

Day-to-day people management including recruitment and retention performance management etc
Budgetary management
Operational planning and implementation including strategic planning and options appraisal
Health Services management experience
Senior Management on call experience

Sound knowledge of the working of the wider healthcare system in Ireland and internationally
Sound understanding of the HSE National agenda
Comprehensive knowledge and practical understanding of financial and commissioning frameworks
